UK Postcomm comments on proposed changes to zonal and national access contracts

Postcomm has produced its interim report on the draft licence modification application from Royal Mail.

On 24th October, Postcomm has received a draft license modification application from Royal Mail following consultation with customers on zonal and national access.

Postcomm has provided comments to Royal Mail on this draft application and has agreed to allow Royal Mail until mid-November 2008 to submit its final application.

Postcomm’s Observations document noted that it would reassess the need to propose a direction in relation to TNT Post’s request for a direction under Condition 9 of Royal Mail’s licence.

Postcomm will, however, reassess the need to propose a direction should Royal Mail not make a formal application to Postcomm to make changes to its zonal access service.

Any change to zonal access prices, as a result of the licence modification consultation, will not take effect before June 2009.
