Ukraine to reform postal service ahead of 2013

The Ukranian Postal service says that with unified management, changes in the business and careful planning it has seen a significant increase in its financial performance for 2008 compared to 2007.

The Ukranian Postal service says that with unified management, changes in the business and careful planning it has seen a significant increase in its financial performance for 2008 compared to 2007.

Revenues increased by 32,6%, net profit – at 81.3% in 2008. It said that improvements in the way the business was managed had allowed it to raise wages for employees.

Some of the major technical changes planned for this year include the introduction of electronic queue management systems for Ukranian post offices and a new service for the sale of electronic tickets valid on many forms of transport in the Ukraine.

It also had plans to replace 193 post offices that had become unprofitable, with roaming mobile versions to provide a similar level of service but on a far more cost-effective basis.

On 14 January, the Ukrainian Cabinet of Ministers endorsed the concept of a program of development for the Ukranian postal service starting in 2009 and running until 2013.

Primarily it needed to ensure that the service complied with legislative requirements of postal communication services, and would involve structural, technical and technological reforms in the context of international agreements. Key to that would be the implementation of automation and information technology as well as the development of new services.

The program is aimed at improving efficiency and the way in which the service is regulated to provide a firm footing for the universal service and ensure financial stability.

One of the main tasks will be the construction of new sorting centres. Ukrposhta plans to build four new sorting centers utilising new technology that will serve Kiev, Dnipropetrovsk, Lviv and Mykolaiv. Development of the Kiev sorting centre is to start this year.

The Ukrainian postal service now offers in excess of 50 services including various types of postal money orders and access to e-mail, internet services and electronic commerce.

In August 2007, the Ukrainian postal service achieved a gold level certification in the field of quality management.
