The US Postal Service (USPS) could freeze hiring and consolidating underused mail processign plants and eliminate the need for another postage rate increase to save $3.1 billion to $4.1 billion. The Magazine Publishers of America noted that USPS expensesz in 2000, totaled nearly $65 billion. About $50 billion was directly related to labor costs. Attrition of 3% would lower the USPS’ annual expenses by roughly $1.5 billion.
