Commission to perform duties of DG of Post Malaysia
ALL functions and duties of the Director-General of Post and the
Postal Department will be taken over by the Energy, Communications
and Multimedia Ministry and the Malaysian Communications and
Multimedia Commission. Tabling the Postal Services (Amendment) Bill 2001, Deputy Energy,
Communications and Multimedia Minister Datuk Tan Chai Ho said the
ministry would handle the planning and policy-making functions and
the Commission would be empowered to perform all functions and
duties of the director- general. “With the amendments, the director-general will no longer carry out
the functions of representing the Government in international postal
services matters although such matters still remained with the
Government,” he said. “The Commission will be empowered under the
Act to authorise the Chairman of the Commission and its authorised
officer to carry out these functions and duties.” He said the Bill empowered the minister to exempt the Government and
its agencies from postal charges and also to authorise any public
officer or any officer of the Commission to exercise the power of
enforcement. However, the Commission will not be held responsible for some of the
tasks and functions under the Act, including those which involve
loss, delay or damage of postal goods except for cases involving
fraud, malice and carelessness, he added. “I am confident that with the Bill, the postal industry’s
development and supervision will be more stable and in line with
Government’s intention to propel the industry towards a more
competitive and dynamic environment.”
