The postal-delivery service is projected to lose 30.3 billion yen
this fiscal year, but restructuring should propel it to a profit of
1 billion yen the following year, Public Management Ministry
officials said Friday. The predicted profit in fiscal 2002 will be the department’s first
since 1997, the officials said. Some postal-delivery services, including the delivery of postcards,
will be privatized in 2003 in line with a move to put three postal
services under the administration of a public organization. The officials predict competition with private businesses will
reduce revenue in fiscal 2002 to about 2.259 trillion yen, a
