Leadership reshuffle at USPS Board of Governors

The Board of Governors at the US Postal Service will have new leadership from next month, with the election of Thurgood Marshall Jr as chairman and Mickey D Barnett as vice chairman. Marshall, a Washington-based lawyer and former senior staffer in the Clinton White House, is currently vice chairman of the Board and chairman of the Board’s Government Relations and Regulatory Committee.

He takes over at the Board’s next meeting in December from current chairman Louis J Giuliano, who will remain a USPS governor having been chairman since January 2010.

Incoming vice chairman Barnett is another attorney who, like Marshall, was appointed as a USPS governor by President Bush in 2006.

While the outgoing USPS Chairman of the Board of Governors has more of a corporate background, Marshall has a lengthy experience in legal and government affairs, and importantly as the struggling Postal Service seeks help from Congress to restore long-term sustainability, he has had much experience dealing with Capitol Hill.

Currently, Marshall is an attorney at Bingham McCutchen, specialising in ethics compliance and corporate governance, and representing clients before Congress, the Administration and regulatory agencies.

He worked in the Clinton Administration from 1997 to 2001 as assistant to the president and then cabinet secretary, and previous to his role in the White House he was a top legislative aide for Vice President Al Gore.

His experience in government has included roles as counsel to three committees in Congress, where he worked on various initiatives from antitrust issues to corporate crime, insurance, intellectual property and telecommunications – as well as initiatives on federal employee retirement and healthcare benefits.

Born in New York City, with law degrees from the University of Virginia, Marshall is the son of the late Supreme Court Justice Thurgood Marshall, and was named by Newsweek in 1997 as one of the 100 people who would shape America in the new century.

Mickey D Barnett

Mickey Barnett is a former New Mexico state senator and currently managing director with the Bennett Law Firm, a general practice law firm based in Albuqueque, New Mexico.

Barnett has a 30-year career in public life and politics, including his four years as a state senator in the early 1980s, and has degrees in business administration from Eastern New Mexico University and in law from George Washington University.
