In her words, the idea has been discussed before. But the reincorporation as a joint-stock company is meant to attract investors and before it is done, the enterprise’s operation has to be streamlined. “With 11,000 out of 30,000 postmen working in the countryside earning virtually nothing, the existing organization is not likely to represent interest for investors,” stressed Irina Saksonova.
Yet the possibility of Belpochta’s reincorporation as a joint-stock company is not ruled out yet. Moreover, the foreign experts have added the relevant proposal into the complex plan for the reformation and development of the industry. The document outlines goals and strategies of the reform meant to enable the government and the postal service operator to fully tap into the development potential of the country’s postal service industry. The experts have analyzed the existing situation in detail and have determined the areas that need close attention. The plan is aimed at introducing a complex, structural and goal-oriented approach in organizing various components of the postal service reform.
In comparison with other countries with similar GDP per capita, Belarus’ postal service network comprises 3,743 offices. The average territory serviced by one post office is too small (56.5 square kilometers) as well as the average number of people per one post office (2,606). The network of post offices in rural areas is not profitable.
