Statute of Angolan Postal Services firm announced

The Angolan Government has recently promulgated the statute of the National Postal Services Company, in compliance with the new juridical regulation for the State Institutions, which are now being designated Public Firms, says an official source that Angop had access, em Luanda.

According to one of the latest editions of the Government Gazette, the National Postal and Telegraphs Company, named briefly as the Angolan Postal Sevices, is a public institution of great dimension, endowed with juridical personality and managing, financial and patrimonial autonomy.

With its headquarters in the capital of the country, Luanda, the Angolan Postal Services may, on the deliberation of the Managing Council, establish branches, agencies, delegations or other types of representations in the interior of the country, as well as to decentralize its technical and administrative services, in accordance with the necessities of its social matter.

Constitutes the firm’s social matter the installation and exploration of the postal and telegraphic services, being able to explore every means that belongs to the national postal network, as well as to carry out trading and financial activities linked direct or indirectly to its activity or others allowed by the law, through the authorization from the minister of Telecommunications and Postal Services.

The Angolan Postal Services has as main organs a Managing Council, Supervising Council and other of Postal Protection, being the organ of enterprise management incumbent to respond to the Government for its activities.

The Managing Council is integrated by five administrators appointed by the Cabinet Council, under the proposal of the Ministers of Telecommunications and Postal Services and of Finance, in which one of them will be the Chairman of the Council.

This structure has the responsibility to assure the management and the development of the company and the handling of its property, having the duties to approve the goals and the management policies of the enterprise, the financial activities, amongst others.

The statute also foresees that the Angolan Postal Services organises and develops actions of professional training in a way to promote the qualification of its workers and to adapt them to the new techniques and methods of management, through the granting of scholarships in the country or abroad.
