Promoting Effective Competition in UK Postal Services – A Decision Document

This document sets out Postcomm’s policy for achieving effective competition within the postal market for items weighing less than 350g and costing less than £1. It concludes a comprehensive consultation process (commenced in September 2000) that led to Postcomm publishing detailed proposals in January 2002. In the light of the responses received to its proposals, Postcomm has made a number of adjustments and reached a final decision. The rationale for the decision and, in particular, the adjustments made to the proposals are the subject of this document.
