UK Royal Mail’s Proposal to implement size based pricing
On 27 August 2003, Postcomm issued a statement explaining the process it intended to follow to assess the proposal it received on 8 August from Royal Mail to introduce Size Based Pricing from April 2005. In that statement, Postcomm explained that it expected to issue a consultation document about Royal Mail’s proposal by the end of October 2003.
Royal Mail is required to demonstrate that its proposal meets five criteria in Paragraph 13 of Condition 19 of its licence. Postcomm is assessing Royal Mail’s proposal against these criteria, and taking account of its statutory duties under the Postal Services Act 2000, and Royal Mail’s other licence requirements.
Following analysis of Royal Mail’s proposal, Postcomm is in discussions with Royal Mail about some outstanding issues with regard to its proposal. Postcomm has decided that while these discussions are continuing it would not be appropriate to issue a consultation document. Following further discussions with Royal Mail about these issues, Postcomm will decide how to proceed. Any consultation will give a period of 3 months for responses.
