Omniva aims to roll out 2,000 community parcel lockers across Estonia over the next 5 years

Jetbeep has signed a five-year strategic partnership with Picapac, a wholly owned subsidiary of the national postal operator of Estonia Omniva. Under this agreement, Jetbeep becomes the primary technology partner for Picapac’s network of community parcel lockers across the Baltics.

Picapac’s parcel locker network has already been recognized with a World Post & Parcel Award 2025 for Best Alternative Delivery Solution. Following a successful pilot project, Picapac is now moving into serial production of Jetbeep’s community lockers across Estonia, with pilots in Latvia and Lithuania.

“The first order – 150 lockers, of which 100 will serve as public service points – has been placed. The lockers should be ready by the end of November or early December, after which installation will begin immediately,” said Martti Kuldma, CEO of Omniva. “Within five years, we want to reach about two thousand community parcel lockers across Estonia, and within ten years, we aim for nearly every household in Estonia to have a locker within 300 meters.”

Jetbeep’s Autonomous Community Locker is a strategic game-changer for the last mile.

  • Closer to customers: placed within 300 meters of households, each unit serves 50–100 families.
  • Higher efficiency: nearly 100% first-time delivery success, cutting last-mile costs.
  • Flexible deployment: complements existing parcel locker networks or builds a standalone one.
  • Smarter expansion: enables postal providers and couriers to scale with smaller lockers located closer to customers, while reducing operational expenses.

This isn’t about adding more lockers – it’s about redefining the last mile and giving operators a true competitive edge.

“We’re proud to support Omniva and Picapac in creating one of Europe’s most innovative locker networks, setting a new standard for last-mile delivery. Our Community Locker is a true game-changer: it not only extends Omniva’s network with alternative lockers but also makes it more efficient by moving closer to customers with smaller units while reducing operational costs. This gives Omniva a strong competitive advantage – not just by adding lockers, but by redefining how the last mile can operate,” said Valery Chekalkin, CEO of Jetbeep.
