Postcomm ponders Consignia controls

The British postal regulator Postcomm is considering imposing new service standards and price controls on Consignia. This coincides with the publishing of Postcomms first annual report. Postcomm chairman Graham Corbett syas: Our first year has been about laying foundations, licensing Consignia, understanding the structure of the market and above all listening to users, operators, the workforce and to the many organisations which responded to our consultation documents. He adds: We are now in a position to build on those foundations.
Among the suggestions are new service standards for Consignia, including the possibility of compensation arrangements. Also, work has started on developing a framework for assessing what controls are to be placed on the prices that it can charge customers which are unable to benefit from effective competition.
