Post office to deliver express mail to mainland (Taiwan-China)

The Ministry of Transportation and Communications (MOTC) recently
approved for the Directorate General of Posts (DGP) to deliver
express mail on behalf of Chung-hwa Express Co., Ltd. to mainland
China. The decision was reached at a recent meeting of the MOTC, the
Ministry of Economic Affairs, and the Council of Mainland Affairs. Chung-hwa Express Co., Ltd. is a privately held company with
investments from DGP, China Airlines, EVA Airways, TransAsia
Airways, T-JOIN Transportation Co. Ltd., and Hsin Chu Transport Co. Sources from Chung-hwa Express reported that they began negotiating
with the express delivery company invested in by mainland China’s
general post authority more than a year ago in order to provide
express mail and parcel services between Taiwan and mainland China.
Chung-hwa Express executives said that the size of the cross-strait
express mail and parcel service market is about NT$1 billion a year. Chung-hwa Express delivers express mail and parcels to mainland
China in a similar way to other courier services such as DHL or
Federal Express. However, Chung-hwa Express routes its express mail
through a third country. Chung-hwa Express suffered a loss of NT$19.34 million after
operating for about a year. Officials of the company explained that
the company’s loss was due to the lack of outlets accepting express
mail destined for mainland China. Currently, the company only has
one office to receive express mail from the public. After the DGP begins receiving and delivering express mail for
Chung-hwa Express, all of DGP’s 1,300 offices throughout the island
will serve as Chung-hwa Express outlets.
