Regulator Opens Up Portuguese Postal Sector

The Portuguese postal regulator, ICP, is opening up the postal sector to competition. “Postlog and Postexpresso are the first specialized Portuguese companies in urgent mail to be granted the titles by the National Regulatory Authority (Instituto de Comunicações de Portugal – ICP) to render postal services on a competitive basis. This fact by itself symbolizes and confirms CTT group as leader of the market. The first titles that enable the performance of this activity by these two companies follow the publication of Decree-Law 150/2001, of 7th of May. Besides regulating access to the market of new operators of non-reserved postal services on a competitive basis, this decree-law also defines the rules for the performance of the postal activity in the scope of the new legislation that rules the sector. Postlog – Serviços Postais e Logística, SA, a company owned by CTT – Correios de Portugal, SA, specialised in services of transportation, distribution, and logistics, obtained authorisation no. 1, being therefore entitled to render the domestic and international urgent mail service nationwide. Postexpresso – Correio de Cidade, Lda., is also a company owned by CTT which specialises in the personalised services of transportation of goods and postal items. This company obtained license no. 1 to render the postal services beyond those reserved to CTT nationwide (including direct mail), i.e., delivery of books, catalogues, publications, and postal parcels of the domestic and international service. Postexpresso also obtained authorisation no. 2 to render domestic services and international urgent mail nationwide.” (Source: ICP/CTT, Portugal)
