Vietnamese Ordinance on Posts & Telecommunications passed

Vietnam’s National Assembly Standing Committee has approved the eight-chapter Ordinance on Posts & Telecommunications, the highest legal document governing the industry, according to the Department General of Posts & Telecommunications.

As regards telecommunications, state-owned enterprises and those where the state holds a majority stake are responsible for providing network infrastructure, and Vietnamese firms are allowed to offer telecoms services.The ordinance also says policy telecoms services will be separated from commercial ones. Public utilities can either be appointed or established via a bidding process. Their service charges are to be stipulated by relevant state agencies. The state will set up the Public Telecommunications Service Fund with the main financial source being telecoms firms.

For posts, a sole state-run postal company will be founded to supply public postal services, and enterprises from all economic sectors are permitted to provide delivery services.

In regard to charges, the Prime Minister is to decide the rates for important postal and telecoms services, and state authorized organizations will determine charges for public postal and telecoms services and letter delivery services.

The 79-article ordinance is expected to encourage enterprises from all economic sectors to participate in postal and telecoms services, with fair competition and reasonable prices.
