Vietnam's Postal Sector to Open to Competition

All economic sectors will have access to telecom services when a new post and telecommunications ordinance takes effect in early October of this year. The ordinance will end the state-owned enterprise monopoly [Vietnam Post and Telecommunications (VNPT)] of the supply of telecom network facilities, such as national telecom service systems, international telecom service systems, local telecom service networks and mobile phone networks. However, the supply of telecom network infrastructure will be secured by state-owned enterprises or joint stock companies dominated by the government with its majority share. The ordinance, which was issued by the state president on 7 June, pointed to the urgent need to renew state management and business services in Vietnam’s post and telecom sector.” VNA: “[T]he ordinance will be recognized as a significant step forward for the country in its efforts to meet the demand from international organizations of which Vietnam is a member such as the International Telecom Union, the United Postal Union (UPU) and the Asia-Pacific Economic Cooperation (APEC) forum, as well as to respect its commitments to the Vietnam-US Bilateral Trade Agreement (BTA). The ordinance also reflects Vietnam’s policies to develop its internal strengths and raise the competitive edge of domestic enterprises in their international economic integration. Drastic measures to popularise postal and telecom services and exercise public welfare, as well as to ensure the rights and interests of consumers, and facilitate the autonomy of enterprises in production and business transaction, are also included in the ordinance.”

The article states: “Six policies to bolster postal and telecom development are presented in the document, including tapping all available national resources for fast development and modernization of the postal and telecom sector, and giving investment priority to developing postal and telecom services in rural regions, especially remote, isolated, border and off-shore areas, through the government’s financial support for businesses involved in the supply of public postal and telecom services. Encouraging and helping all economic sectors to engage in postal and telecom services, respecting and protecting the legitimate rights and interests of all organizations and individuals operating in this sector, facilitating the development of postal and telecom technology and industry, and broadening international cooperation in this regard in line with Vietnam’s law and international agreements and treaties to which Vietnam is a signatory. The ordinance stipulates that the state establish its own enterprise called ‘Vietnam Post’ to supply public postal services or mainly exercise its public duty. Meanwhile, businesses of other economic sectors are entitled to take part in postal services as postal service and mail delivery agents. Other issues such as protection of consumers’ rights and interests, compensation of their losses, and the creation of autonomy for every enterprise in production and business operations in the postal and telecom sector are clearly defined in the new document. In addition, Vietnamese businesses are allowed to cooperate with foreign organizations and individuals in developing postal and telecom services in accordance with Vietnam’s laws and international rules as well as agreements and treaties to which the country has acceded.” (Source: BBC/VNA)
