TPG in first group for UK long-term licence consultation

Postcomm, the UK mail regulator, today began consultation on the proposed
issue of a new long-term licence to TPG Post UK Limited, a subsidiary of the
mail, express and logistics company TPG N.V.

TPG Post UK is amongst the first group of applicants for a long-term licence,
which would allow the company to carry bulk mail and provide consolidation
services in the UK as from January 2003.

TPG Post UK intends to provide services to large companies, publishers,
mailing houses and direct marketers who need a reliable, competitively priced
service. The company will target customers with large individual mailings of
over 4,000 items.

Postcomm is also considering a separate application by TNT UK Limited,
which has applied for a long-term licence to provide internal mail services to an
increased number of customers.

TNT UK Limited was granted the first ever interim licence last year and, in
September 2002, TPG Post UK received an interim postal licence to run pilot
schemes. The full licences are expected to come into operation on January 1,
2003.

TPG already has a strong presence in the UK, with around 18,000 employees
in its mail, express and logistics operations. It already operates in the UK mail
distribution market with unaddressed mail delivery services, as well as value-
added services in data and document management.
