Royal Mail access-price dispute closed

On 4 September 2026, Ofcom announced that it would be handling a dispute for resolution between the Mail Competition Forum  on behalf of 17 Access Customers (organisations which use Royal Mail’s network via the access regime),  and Royal Mail. The dispute related to price changes notified to the Referring Parties by Royal Mail on 23 July 2026 as part of Contract Change Notice 129 .

As set out in our announcement when we accepted the dispute, the scope was to determine whether the price changes notified by Royal Mail in CCN 129 constituted fair and reasonable terms, conditions and charges in accordance with access conditions USPA 3.1A and 3.1B.

Royal Mail has now withdrawn CCN 129, and this dispute resolution process has been closed accordingly.
