Merging into access row (TNT Post Group)

PTT Post, part of TNT Post Group (TPG) is abusing its position as manager responsible for Hollands post office boxes, according to its competitor Mail Merge.
The Dutch Post Office Act states that TPG must provide other suppliers of mail carriage with access to the post office boxes on an equal basis. Mail Merge says that TPG is obstructing its access to the boxes by imposing a large number of conditions on the use of them. This it claims, is unfair competition. Mail Merge has lodged a complaint with the Dutch postal market regulator, Opta.
