Could a first-class disaster soon wipe the smile off this postmaster's face? Post offices have provided key services for years, but with the industry in crisis we may just have to learn to live without them.

How much is a community worth? That is the decision confronting MPs and MSPs in a few weeks, as the nation wakes up to the fact that more than 10,000 post offices, including more than 1100 in Scotland, are now under real threat of closure.

Post Office chiefs told MPs last week that only 4000 offices out of 14,400 were viable, while losses had doubled from GBP2m to GBP4m a week directly due to loss of government business. In September, an obligation to stop avoidable closures runs out, and the government is due to give notice on what in 18 months will replace a GBP3m-a-week subsidy for “rural” offices – serving communities of up to 10,000 people each. A petition calling on the government to save the network last week reached two million signatures.

Postwatch, the independent watchdog, says it has been expecting government consultation to begin since last December, but it has been “repeatedly delayed and will not now take place in time to inform the decision on future funding”. In May the government said John Prescott would chair a cabinet committee on the Post Office. It is at last to meet for the first time this week, just as MPs head off for their 11-week summer break.

Zimpost set to open three more branches

Postal service provider Zimpost will open three more branches this year as the company intensifies its expansion programme.

An official with Zimpost said the branches would be in Matabeleland North, Mashonaland West and Mashonaland Central.

“The network expansion is in line with our expansion programme to bring more services to rural areas where most people live,” said the official.

Zimpost has been expanding its branch network in recent years, with emphasis on the rural areas.

The new branches, which are expected to be fully operational by the end of the year, will add to the current 360 dotted across the country.

Postal Service HR system moving to Web

The Postal Service is replacing dozens of unconnected human resources systems nationwide with one that will allow its 700,000 employees to make benefit and payroll changes on a single Internet site.

The PostalPEOPLE system, using software from German company SAP AG, will be the largest in the world when finished, says Andy Malay, a vice president at SAP America in Washington. It is being rolled out in phases to replace a hodgepodge of more than 70 systems, used by 3,800 HR managers across the U.S.

Similar to Web-based human-resources programs that are increasingly common in private companies, PostalPEOPLE allows workers to access benefits, compensation, and retirement and separation files and other HR-related information from any computer with an Internet connection.

Mail ads with credit card offers dropping off

The pesky piles of credit card offers that clog many Americans’ mailboxes might start to taper off.

Since the early 1990s, the volume of credit card solicitations mailed to U.S. consumers has soared more than sixfold, with card companies last year sending out more than 6 billion offers, according to market-research firm Synovate.

But the pitches have been losing effectiveness. Just three out of every 1,000 offers generated responses last year, down from about 28 per 1,000 in 1992.
