USPS Board OKs Filing for Parcel Return Rate

The U.S. Postal Service soon may offer reduced rates for shippers participating in Parcel Return Service, a proposed consumer-to-business service. The USPS Board of Governors authorized at its monthly meeting in Chicago yesterday a filing with the Postal Rate Commission to seek an experimental classification for Parcel Return Service. The service would apply to merchandise being returned by a consumer to a merchant. The merchant, or an agent on the merchant’s behalf, would pick up returned parcels at a designated bulk mail center or delivery unit and pay the applicable postage, as opposed to having the packages delivered directly to the merchant. Rates for the new service would recognize the savings generated by the merchant’s pickup of the package.

Royal Mail’s Mailsort will save UK business millions of pounds a year

This week (May 8th), Royal Mail will reduce the price tariffs for its Mailsort products, a move which will save the marketing community million of pounds a year. Royal Mail will reduce supply chain costs, share savings with customers and simplify the products and pricing for Mailsort 120 & 700. Royal Mail is able to do this by lowering prices and encouraging customers to use Mailsort products that offer mechanised sorting.

US judge seeks to extend deadline for DHL ruling

A federal judge is seeking a delay of nearly three months in a decision on whether DHL Airways meets the government’s definition of a US-owned company. Administrative Law Judge Ronnie Yoder recommended in a report to the US Department of Transportation that a September 2 deadline for the decision be pushed back to November 24. The department has the final say on moving the date back.

Deutsche Post World Net hits the ground running in 2003

Deutsche Post World Net has kicked off 2003 with 0.7% growth in revenue to around €9.773 billion (previous year: €9.703 billion). Substantial revenue growth in the EXPRESS Corporate Division was a major contributor to this success. Profit from operating activities (EBITA) developed encouragingly in Q1/2003, with year-on-year growth of 5% from €906 million to €951 million. The measures implemented as part of the STAR value creation program contributed €93 million to earnings in the first three months of the year. All in all, the contributions to earnings from the STAR program to date amount to €179 million.
Net profit for the period before minority interest rose disproportionately by 22.3% to €510 million (previous year: €417 million). Consequently, earnings per share increased year-on-year from €0.37 to €0.45.

VAT on Stamps? – comment from UK Postcomm

The European Commission has published a draft directive which, if agreed by member states, would require VAT to be charged on mail services. However, it is important to remember that Royal Mail cannot currently reclaim VAT that it pays on the services it buys from other companies. Also, the draft directive allows VAT to be charged at a reduced rate. Therefore, if the UK were to charge VAT at around 5%, we believe that this would largely cover the VAT that is currently paid by Royal Mail, so, contrary to the initial press reports, it should not be assumed that stamp prices would have to rise. It seems most unlikely that the UK Government will agree to impose VAT at the full 17.5% and so increase stamp prices by several pence and this is not a course of action that we consider would be in the customers’ best interests.
