US regulator to take fresh look at DHL ownership

After more than two years of lobbying and filing several legal pleadings, United Parcel Service and FedEx Corp. have finally gotten their wish. The Department of Transportation, in an apparent win for the companies, said last week it would take a fresh look, or de novo review, of DHL’s citizenship. The parties are set to meet April 29 at a prehearing conference before the Department of Transportation’s chief administrative law judge, Ronnie A. Yoder, where they will set a schedule for the hearing, a DOT spokesman said. The ALJ has until Sept. 2 to decide what entity actually controls DHL Airways, the air carrier to determine whether DHL Airways meets U.S. citizenship requirements for air carriers.

USPS Begins Co-Palletization Test

The U.S. Postal Service is readying a test to let mailers of small-circulation periodicals achieve the work-sharing discounts enjoyed by large mailers. The experiment was supposed to start yesterday but was delayed. In the experiment, publishers, printers and consolidators can combine bundles/packages of different periodicals on the same pallet and drop ship them to an area distribution center or sectional center facility. The proposed discount is 0.7 cents per piece on combined bundles sent to area distribution centers and 1 cent per piece on bundles sent to sectional center facilities.

Watchdog slams UK Royal Mail over Home Mover offensive

Watchdog Postwatch has attacked Royal Mail over a new service which allows brand owners to surreptitiously piggyback the Home Movers Service. The new scheme, currently on trial, will give Royal Mail an extra revenue stream. It allows companies to use the same envelopes as the Home Movers Service, although they will not contain the redirected post. Royal Mail plans to charge marketers around 68p per insert, with further negotiations for bulk mailings. Postwatch says it has not been notified about the new service and is unimpressed with the move.

Japan Post to Cut 11,000 Jobs by 2005

Japan Post, a public postal service corporation launched in April, plans to cut about 11,000 jobs by the end of March 2005, 3,000 more than planned by its predecessor the Postal Services Agency, it was learned Friday. The agency had aimed to cut 8,000 of its 140,000 workforce over the same period. The new public corporation is speeding up its rationalization program in the current severe business environment arising from the popularity of e-mail and the partial deregulation of postal services, informed sources told Jiji Press.
