Japan courier halts plans for express mail ops due to strict rules

Courier firm Sokuhai Co has abandoned plans to launch an express mail service due to tight rules put in place by the government under its plan to open the sector to private firms, the Nihon Keizai newspaper reported.

The firm’s decision will likely prompt questions about the effectiveness of the effort to open the market to the private sector, the newspaper said. Reform of the Post Office is a key policy of Prime Minister Junichiro Koizumi.

FedEx buys smaller freighters

FedEx Express announced Monday that it is buying eight regional aircraft from Continental Airlines for use in its domestic network.

FedEx will take delivery of the French-built ATR 42-320s between Jan. 27 and the end of February for an undisclosed purchase price.

The aircraft will have a maximum payload of 12,000 pounds after they are converted to all-cargo configuration. FedEx Express, a unit of FedEx Corp., did not say when or where the small passenger jets will be converted to freighters or how long that process will take.

UPS signs intra-China package deal

United Parcel Service has signed an agreement with a new Chinese all-cargo carrier to handle packages for UPS within China.

The first route, expected to begin service on Thursday, will connect Shanghai with Xiamen and Guangzhou. The aircraft, a 737-300 aircraft formerly owned by Lufthansa, will then return to Shanghai.

“It’s going to let us improve delivery times by up to a day for exports out of China,” UPS spokesman John Flick said Monday.
