PRIVATE sector and foreign postal organisations will today be free to apply for a long-term licence to deliver bulk mail in the UK, despite efforts by the Post Office to hold on to its monopoly.
The sweeping liberalisation of the postal market begins just days after the postal regulator, Postcomm, bowed to pressure from ministers, cross-party MPs and unions to postpone for a year its original plan to open postal services to full competition from April 2006.
Hays DX, UK Mail, a subsidiary of Business Post, TPG, operator of the Dutch postal service, and Deutsche Post, the German national postal group, yesterday confirmed that they would seek licences to deliver bulk mail from January next year.
Dutch postal firm hires FD to raise its media profile
TPG – the group that runs the Dutch postal service and TNT Logistics – has hired Financial Dynamics for profile-raising support in a bid to capitalise on plans to open up Europe’s postal market.
The move follows failed merger talks between TPG and Consignia and comes as UK postal regulator Postcomm announces plans for market liberalisation.
Postcomm this week confirmed it was delaying proposals to end Consignia’s monopoly, originally planned to start this year, but now delayed until 2003.
TPG has briefed FD with handling a profile-raising campaign targeting the financial community in its key markets, focusing mainly on the UK, with additional work in New York and Frankfurt, where the group is listed.
Nine out of ten first class letters consistently arrive next day – Royal Mail reliability continues to improve
Royal Mail has now been delivering nine out ten First Class letters the next working day after posting for nine consecutive months, Consignia said today. The company announced that Royal Mail’s First Class mail quality of service result for February and March was 91.6 per cent against a licence target of 92.1 per cent. Second Class mail achieved 98.9 per cent, exceeding its target by 0.4 per cent and Special Delivery – Royal Mail’s guaranteed service – achieved 99.1 per cent, just ahead of target.

FedEx Corp said its board of directors has approved the buyback of up to 5 mln more shares, additional to the 1.65 mln shares which remain under an existing share buyback authorisation.
In a statement, the company said the board has also agree to an initial quarterly dividend of 5 cents a share.
“This dividend declaration signals the board’s confidence in the company’s future growth and financial prospects and its unique role inthe global economy,” said chief executive Frederick Smith.
