German publisher Holtzbrink buys twelve units of insolvent PIN Group

Georg von Holtzbrinck has bought major parts of the insolvent mail company PIN Group in a deal making it one of Deutsche Post’s biggest competitors, according to various media reports.

The insolvency administrator of PIN Holding, Bruno M. Kübler, said that the sale to Holtzbrinck will help preserve a considerable part of PIN’s network but did not reveal any financial details. The transaction is pending regulatory approval by the Federal Cartel Office (FCO), which is considered rather a formality.

In total, Holtzbrink has taken over twelve units of the troubled PIN Group with a 100 pct stake in six PIN companies and a major stake in the remaining six. It acquired PIN Mail in Berlin, eight PIN units in Brandenburg, Freiburg-based Arriva as well as Main-Post Logistik and Main-Sorter-Service in Wuerzburg. These units are located in the metropolitan area of Berlin, in the five states in the former German Democratic Republic, in Lower Franconia which is one of Bavaria’s administrative regions, and the metropolitan area of Freiburg.

The acquired companies employ a total of 2,500 workers. In the meantime, Kuebler is reportedly in negotiations with potential investors to buy the remaining 20 units, which count 1,200 workers.

FedEx to Face China Anti-Dumping Investigation?

FedEx’ Express division in China has cut its prices by up to 40 per cent in recent months, a move that has resulted in a growing market share and a monthly loss of RMB 50m (USD 7.30 m) , The Economic Observer reports. Chinese competitors, who see their existence in danger, are now reportedly urging the government to start an anti-dumping investigation.

FedEx has reduced its prices for shipments three times in 12 months, with the result that since its last cut in June, its market share has risen and volume has quadrupled, The Economic Observer writes.

China’s Ministry of Commerce and the China Federation of Logistics and Purchasing have been urged by Chinese express companies to support a proposal that the government launch an anti-dumping investigation into FedEx’ pricing strategy. China Post’s EMS and S.F. Express, the country’s largest private express delivery, say these price cuts are putting a lot of pressure on their companies, could eliminate the existence of small and middle sized express firms and could fundamentally change China’s express market in the next five years.

Reva Systems provides Correos RFID structure

Reva Systems announced that Correos Spain, has deployed Reva’s TAP appliances to enable RFID operations at an additional 37 mail processing centers. The implementation was designed and managed by Aida Centre, a systems integrator headquartered in Spain, who was instrumental in helping Correos define the production architecture and ultimately deploy the Reva-based production solution.

Correos is using RFID to track mail tagged with UHF RFID labels in order to monitor and manage mail delivery service nationwide. At each processing depot, dock doors equipped with RFID portals capture data as letters and parcels move in and out of the facility. Reva TAPs installed at each site control the portal readers and process the RFID tag data for location accuracy, and then deliver the relevant tag data to Correos’ enterprise backend systems.

New international shipping requirements effective Sept 30 (U.S)

Effective Sept. 30, the U.S. Census Bureau is requiring mandatory filing of export information through the Automated Export System (AES) or through AESDirect for all international shipments, where a Shipper’s Export Declaration (SED) was previously required.

The electronic filing requirement applies when any type of goods (per Schedule B Export Codes at www.census.gov/foreign-trade/schedules/b/) is valued at more than USD 2,500 or requires an export license under U.S. law. The Electronic Export Information (EEI) must be filed through the Census Bureau’s AES or AESDirect website by the mailer or an authorized agent. The Postal Service never acts as an authorized agent. Export information filed in hardcopy on Commerce Form 7525-V, Shipper’s Export Declaration (SED), will no longer be accepted.

DPD to open enlarged depot in north-west Germany

DPD Germany has officially inaugurated its new depot in Essen-Karnap, north-west Germany, which is planned to go into operation on January 2, 2009.

The 5,000 sqm facility, on a 32,000 sqm site, will replace the smaller DPD depot in Essen by doubling the sorting capacity to up to 32,000 parcels per day. With the new depot, the company aims to strengthen its network in the region in order to keep up with the parcel volume which is expected to grow continuously over the next few years, DPD said.

The company aims for annual volume growth of at least 3 pct at the new depot which has 10 unloading bays and 16 loading bays. All 100 employees and 90 deliverers from the old depot will move to the new facility.

The new state budget draft act tightens state companies’ chubby dividends and the state isn’t ashamed to take dividends even form companies in loss.

According to the draft act, all state companies have to pay dividends. Estonian State Forest Management Centre RMK has to pay the largest dividends. “RMK earns a profit which undistributed part can be taken out, EEK 680 mln of that money is planned in 2009 state budget,” press representative of Estonian Ministry of Environmental Affairs said, Postimees writes.

Also the postal company Eesti Post has to give the state EEK 10 mln next year even despite the fact that the company has been in loss for the last years. Chairman of the supervisory board, Meelis Atonen, said that such plan came for him as a surprise. “Eesti post is a company that is fighting with loss,” he said. “Taking dividends in such situation is very wrong. A proper owner wouldn’t do that.”

State owned energy company Eesti Energia has to pay the state EEK 123 mln in dividends, AS Lennuliiklusteenindus EEK 75 mln and Port of Tallinn EEK 100 mln.

In addition, Estonian central bank should to pay the state EEK 200 mln, Eesti Loto EEK 102 mln and Eesti Telekom EEK 300.125 mln.

GP signs landmark deal with postal department (Bangladesh)

Grameenphone (GP), the country’s largest mobile phone company, entered into a deal with the postal department to market its products and services through more than 8,000 rural post offices.

Chief Executive Officer (CEO) of Grameenphone Anders Jensen and director general of Bangladesh Post Office (BPO) Mobasher ur Rahman signed the agreement at a city hotel.

Under the deal, the GP will supply over 24,000 special SIM (Subscriber Identification Module) cards to the BPO postmen working in over 8,200 post offices across the country.

The cards blend mobile recharging tool FlexiLoad with GP’s voice and data products and services. The GP’s health prescription service, HealthLine, and utility payment services will also be incorporated in the offer. A postman will rent the service to rural people at the existing GP tariffs and will get commission based on the amount of phone use.

Speaking on the occasion, Brigadier Gen. M.A. Malek (Rtd.) termed the deal a “landmark event” for the country’s perennially losing postal department, saying it would benefit tens of thousands of poorly paid postmen.

FedEx gains USD 1.37bn US government contract

The United States Transportation Command (USTRANSCOM) has awarded a contract to FedEx and its team a contract worth an estimated USD 1.37 billion, with a minimum guarantee of USD 150.7 million.

The contract, announced earlier this month, is for international airlift services, which includes the short and long-range transport of Department of Defense passengers and cargo. The Federal Express Team is a consortium that also includes Air Transport, Atlas Air, Northwest Airlines, Omni Air International, Polar Air Cargo Worldwide, and Tradewinds Airlines.

According to the USTRANSCOM Office of Legislative Affairs, the work under this agreement will be undertaken at FedEx hubs and the hubs of team members around the world, and is expected to be completed by September 2009. FedEx competed among 30 proposals for this contract.

The mission of USTRANSCOM is to provide air, land and sea transportation for the Department of Defense.
