French postal workers protest privatization move

Tens of thousands of French postal workers went on strike on Tuesday (23rd September) in protest at plans to open the country’s mail network to private investment, post office operator La Poste said.

Postal unions say allowing private capital in would be the first step toward privatization, and a sell-out of a public institution most French are happy to see run by the state.

But its leadership says it needs 3 billion euros (USD 4.40 billion) to get into shape for competition when the sector opens fully in 2011 in accordance with European Union rules.

Any move towards privatization would require the postal service to become a public limited company instead of a branch of the civil service.

La Poste said in a statement that some 25 percent of employees were taking part in the one-day protest at around 0900 GMT. The operator employs around 300,000 in total.

The government has yet to voice an official position on the investment plan sought by the group’s management, but President Nicolas Sarkozy has called for a commission to discuss the matter for two months from October.

Businesses worried by Royal Mail changes

Small businesses are being hit financially after the morning collection was abandoned by Royal Mail, a situation that could get worse when more Post Office branches close, the Forum of Private Business (FPB) has said.

A Post Office spokeswomen said that the developments are “the way it is” after a network change carried out by Royal Mail.

Director of financial services company Gaia Partnership Brigid Benson claimed that errors are no more commonplace since the changes were implemented.

A spokesman at Postwatch, the watchdog, in turn suggested that the current Post Office network is “unsustainable” in its existing guise.

Because the “long-term” future of the system has to be strengthened, managed change is the correct idea, he added.

He also asserted that customers are encouraged to give feedback before any alterations are made.

The National Federation of Retail Newsagents has this week said that retail outlets with sub post offices facing closure should look at other ways to generate income.

Citing a report carried out by the government, the FPB added that smaller firms have not benefited from Post Office restructuring.

USPS: Challenging economic conditions continue to reduce mail volume

As the current economic climate continues to contribute to a decrease in mail volume, and with no reversal in the trend in sight, the Postal Service reported it expects to end the current fiscal year with a volume decline of nine billion pieces. The end-of-year financial results will be released in November.
At Board of Governors meeting, Postmaster General John Potter said the magnitude of the loss in mail requires the Postal Service to take steps now to shore up its business, which it is doing by reducing work hours.
Savings and Service Improvements from New Program
The Board approved funding for the next phase of a letter recognition improvement program that further automates mail operations, resulting in reduced error rates and manual sorting costs.
In other action, the Board:
• Approved Vision 2013, the Postal Service’s new 5-year strategic plan. The plan focuses primarily on customers — meeting their needs by creating new value through the mail and generating profitable revenue for the Postal Service in an increasingly challenging environment. Vision 2013 will be available on usps.com on October 1.
• Authorized the purchase and renovation of an existing 28,500-square-foot building in San Francisco to serve as the new Townsend Carrier Annex to support present and future delivery requirements.
