Palestinian Authority to exchange mail directly with UPU member countries Israeli and Palestinian Posts agree on a joint declaration

The Universal Postal Union announced that the Israeli and Palestinian postal authorities had been discussing solutions aimed at improving the operations and quality of the Palestinian Authority’s postal services, “with the aim of strengthening international postal cooperation”. In a joint declaration read out by UPU Director General Edouard Dayan to the member countries attending the 24th Universal Postal Congress in Geneva, both parties pledged to start facilitating direct exchanges between the Palestinian Authority and the UPU member countries as of now. Mail will transit via Amman, Jordan.

Dayan described this declaration as an “important development” in the UPU International Bureau’s efforts to help the Palestinian postal service become “better integrated into the world postal community”. He added that the announcement would help to prepare the ground for work to develop and improve the quality of the Palestinian postal service, and welcomed the “spirit of dialogue and total cooperation” shown by both parties. “The technical and operational solutions that are envisaged will enable the Palestinian postal services to launch direct mail exchanges, and will establish the rights and duties associated with terminal dues and the UPU Quality of Service Fund.” Terminal dues are the compensation countries receive for handling international mail arriving from other countries. The declaration also stated that the two parties had agreed to work on a bilateral basis, and within the framework of the relevant agreements reached between them, to ensure the “rapid, concrete implementation” of these direct exchanges. Dayan also called on the international postal community to lend its support to the Palestinian Authority’s postal services.

Slow growth for Spanish express carrier MRW

Spanish domestic express carrier MRW saw volume growth slow to just 1 pct in the first half of this year due to the country’s weakening economy but is continuing to invest in network expansion.

MRW increased its shipment volumes by 1.06 pct for the first half of 2008 and expects to maintain this growth rate until the end of this year, the news agency Europa Press reported. Owned 100 pct by Spanish shareholders, the company pointed out that it was able to achieve positive results in spite of the economic crisis.

Its “semi-urgent” service for next-day deliveries by 13:00 and its pets transportation service had shown the most growth, it noted.

In addition, MRW opened two new franchises in Madrid and Malaga to expand its regional network in the country. In the first half-year it added 13 new sales outlets, and now counts 813 branches in Spain, Gibraltar, Andorra and Portugal.

Purolator doubles US network and adds services

Canadian express parcels company Purolator is further expanding its presence in the USA with the opening of new regional facilities, most recently in King of Prussia, Philadelphia, following the launch of domestic express and deferred delivery services.

As a result of this expansion, Purolator USA has doubled the size of its office network during the past 12 months, with branches or gateways now operating in New York, Los Angeles, Seattle, Chicago, Detroit, Dallas/Ft. Worth, Philadelphia and Raleigh/Durham. The most recent openings were in Buffalo (upstate New York), Dallas/Ft. Worth and Raleigh/Durham (North Carolina).

The new full-service freight processing centre in Philadelphia opened this month and covers businesses located in Philadelphia, southern and central New Jersey, Maryland, Delaware and Virginia that ship regularly to Canada and within the United States.

Union criticizes US Postal Service's outsourcing plans

UNI’s US Affiliate the NPMHU National President John Hegarty appeared before the US Congress Subcommittee on Federal Workforce, Postal Service, to provide the views of the NPMHU on the recently-issued USPS Network Realignment Plan. He told the committee that the union believed that the USPS recently made an ill-advised foray into subcontracting, which involves proposals to outsource work from the Bulk Mail Centers.

He said that for many years, the Mail Handlers Union has tried to work with the Postal Service towards a better, more efficient and more economical operation. However, we have problems with this latest proposal which want to give away mail volume to the private sector, when the nearby postal plants, as is well documented, are suffering from a major loss of mail volume themselves. John Hegarty also commented on the plan by the USPS to offer voluntary retirement to a number of permanent employees, he said, “NPHMU do not believe it makes business sense to ask employees to retire voluntarily while also proposing to outsource postal work to private contractors.”

European Airline Traffic data

The Association of European Airlines has released traffic and capacity data for its members in June 2008.

Following a better-than-expected set of results in May, the June figures more clearly reflected the depressed situation of the market. Year-on-year traffic growth slowed to 1.6pct which, coupled with a 4.0pct increase in capacity, led to a substantial fall in load factor, by 1.9 percentage points to 77.4pct.

Decreases were recorded in Domestic operations (-6.7pct) and on the North Atlantic (-0.2pct). The normally buoyant European cross-border markets grew by 3.2pct and Europe-Far East by just 0.5pct. Regions which continued to post strong growth were the South Atlantic – which, at plus 10.3pct nevertheless suffered a heavy loss in load factor – and the Middle East, with +6.9pct.

Preliminary results for July, based on weekly reports, indicate a growth figure perhaps a percentage point better than in June, driven by a slight recovery in North Atlantic and Far Eastern flows, although both remain substantially depressed. Load factors are expected to show a further decline, although less dramatic than in June.

DHL and TNT recently joined the association with effect from July 1, taking membership to 35 airlines.

Isle of Man distribution firm to use innovative PODXchange system

An innovative system for tracking parcels and freight is being rolled out by distribution firm Manx Independent Carriers.

The company, which operates 120 vehicles from Skelmersdale and Douglas, is using a new international databank called PODXchange developed by technology company NetDespatch. Drivers are being equipped with special mobile devices incorporating barcode scanners and a touchsceen.

When deliveries are made and signed for, details of the shipment held in the barcode can be transmitted live to the web portal along with the captured electronic signature. The data as well as electronic signatures is then transformed into the appropriate carrier format and transmitted to Manx Independent Carriers’ customers including most major UK parcel carriers.

Manx Independent Carriers delivers on behalf of major parcel carriers including Fedex, UPS, DPD, Citylink, Parcelnet and Amtrak. Using one device, the firm can now provide a live signature proof of delivery (POD) to any of these companies.

First used in the Scottish Highlands for parcel deliveries handled by AJG, the system is being implemented by Manx Independent Carriers so that it can be used for all types of deliveries.
