Qatar: Zone revision likely to hit postal work

Qatar’s inclusion in Zone 1 of the classification of the Universal Postal Union (UPU), on the basis of the per capita income of its nationals is likely to hit the country’s postal operations in coming years, said a top Q-Post official.

The official said under the present terminal dues system of the UPU, two sub-systems are involved – the target system and transitional system. On account of the classification, Qatar, being a Zone 1 member, needs to pay a hefty amount as service charges for the services rendered by destination country’s domestic services. Qatar’s operations come under the target system.

The official said that as per the system, rates are decided on the basis of a percentage of the charge for a priority letter in the destination country’s domestic service.

– As a result, a considerable amount needs to be paid by countries in Zone 1 to its member countries for the services that they render at the destinations for the mails, he said.
– For instance, while the international postal tariffs from some Zone 1 countries to another member country of the zone may be cheaper, for the local mails, in some countries like the UK, there should be higher postal rates, considering the huge tariffs involved locally in their dispatch said the official.

Asked if this would result in a rise in the local postal tariffs, the official said no hasty decision would be taken on this score.

Royal Mail make changes to collection plates (UK)

Royal Mail is making changes to collection plates as a result of two separate initiatives, namely:

Sunday and bank holiday collections – changes to collection plates

Part of the agreement given by Postcomm to Royal Mail’s request to stop Sunday and Bank Holiday collections was for Royal Mail to amend the information on the collection plates.

Postwatch has been advised by Royal Mail that the removal of all references to Sunday and Bank Holiday collections to its collection plates will be completed by 25 February.

Changing collection plates to show final collections as close to 12.00 midday (Monday – Friday) as possible

In response to Postcomm’s Decision Document on its review of Royal Mail’s collection and delivery times Royal Mail has undertaken a review of collection points that have a collection time before 12:00 midday (Monday – Friday) to move as many back to midday or later where it was reasonably practical and make economic sense to do so. However, there will be some instances where it may not be possible in every instance due to practical and commercial restraints (further details are attached).

Royal Mail has advised us that all reviews are due to be completed by end of February/early March.

Restructuring of Russia’s postal system will take up to five years

Post in Russia has had a difficult time in recent years, both for users of the antiquated service and for the government underpinning its financial position. It lost USD 186 million in 2007. But this is set to change with the appointment of a new head and a renewed focus on service and infrastructure.

One of the oldest and largest government owned enterprises – Russia Post – is entering a reconstruction phase. Currently it includes almost 90 affiliates with 42,000 outlets, but even these figures don’t help it to make profit.

The latest move to do something about the post was to place former Sberbank CEO Andrey Kazmin in charge. He says the first thing to change will be the financial losses.

“Russia Post will not become a bank in the future. It will have a range of services, but the main service will be delivering post. Financial services will be a part of these. And we do plan to increase the profitability of Russia Post by enlarging the number of financial services and updating the sector,” Kazmin said.

It will be focusing on services such as money transfers and loan payments, and will offer some banking services in regional Russia.

“Currently, Russia Post has a lot of problems. And it will take from three to five years to finish the reconstruction process. However, by the end, with the financial services in place, it can compete with Sberbank in places where there are no banks at all,” said Anatoly Aksakov, the head of Association of Regional Banks.

The restructuring of Russia’s postal system will take up to five years, according to experts.

It’s expected that more concrete proposals for Russia Posts transformation will be unveiled in March.

IPC’s The Future of Mail by Air is featured at IATA World Cargo Symposium in Rome

If you want to learn more about the IPC initiative on The Future of Mail by Air and how posts and carriers are working together towards paper free transport of mail by air, piece ID level tracking, booking and electronic accounting of mail, the IATA World Cargo Symposium is the place to be.

The World Cargo Symposium will be held March 3-6 in Rome. The ”Airmail Management” event at the next IATA World Cargo Symposium will focus on the challenges for posts and airlines to meet growing customer demands and explore the opportunities to effectively manage the increasing volumes of mail.

Over 800 cargo professionals from around the world participated in the first International Air Transport Association (IATA) World Cargo Symposium, which took place last year in Mexico City. This one-week global mega-conference featured 140 speakers, 28 exhibitors and 12 sponsors in one single gathering.
IPC will take the lead in addressing some misperceptions when it comes to mail.

Mail is perceived by some to be a traditional letter product, difficult to manage and insignificant in terms of volumes. Perceptions are that multi-media and internet alternatives are replacing mail; when in fact, multi-media and internet have become drivers of mail growth. Direct mail advertising is growing and driving the expansion of the packages and parcels market. Even though merchandise is being purchased via the internet, the packages and small parcels purchased are delivered by traditional mail channels, increasing the need for capacity on the airlines.

IPC, as an operator’s association representing 24 of the world’s leading posts and 140 participating posts, wants to attract attention to the expanding business of this mail category and the growing business opportunities mail transport provides to the airlines.

If you are interested in this topic, you may follow the link below to register for the IATA World Cargo Symposium online. Make sure you register for the MAIL TRACK event. You will meet the mail industry leaders and airlines that are working to provide visibility to meet increasing customer demands and working together towards a reliable and sustainable, paper free mail transport by air!
