Polish Post: The postal market assessment for the year 2006

The President of UKE published a short version of an assessment study on the postal market functioning in 2006 submitted to the Minister of Transport.

The assessment study on the postal market functioning is based on information provided in the reports of the Poczta Polska activities – the operator which provides universal postal services, and also on the reports of operators which do not provide universal postal services.

In addition, the information sources include the results of inspections of postal activities carried out under the act, an authorization or a registration as well as the results of inspections aiming at the detection of postal activities carried out without a required authorization or registration.

The postal market, in its evolution, is approaching the crucial moment of its full opening to competition. Therefore it requires regulatory activities that will ensure its sustainable and harmonious development.

This assessment study is an element of regulatory activities undertaken in order to monitor the developments in the postal market.

Regulator to let Royal Mail raise price of 2nd class stamps by 17 pct

Royal Mail has been given the go-ahead to increase the price of a second-class stamp to 29p by 2010 but has been told by the postal regulator it must get its act together in order to remain competitive.

Postcomm said that the ball was now firmly in Royal Mail’s court “to address urgently its very high cost base”.

The regulator said it is giving all the help it can to enable Royal Mail to “tackle its deteriorating financial situation” and said that “reining back on competition” was not the answer.

Royal Mail asked Postcomm in March to review prices as it struggles in the face of competition from TNT and UK Mail in an age when email has broadly replaced the letter for personal correspondence. Postcomm had previously said second-class stamps could rise from 24p to 26p.

TNT and UK Mail had also requested Postcomm to look at “access mail”. This is when Royal Mail delivers letters “the final mile” for operators who have already collected and sorted the letters and carried them across the country. TNT and UK Mail believe the prices they pay are too expensive while Royal Mail believes it is too generous.

Postcomm rejected requests to change the status quo and said prices are overall “set at a fair level”.

Royal Mail and the Communication Workers Union have committed to reach an agreement by 4 September.

ABX AIR, INC. Reports second quarter financial results

ABX Air, Inc. reported solid financial results compared with the second quarter of 2006, as pre-tax earnings from its rapidly growing, higher-margin air charter business more than offset reductions in pre-tax earnings from its commercial agreements with DHL.
For the second quarter, ABX Air’s results included:
• USD 4.5 million or USD 0.08 per diluted share, in net earnings, which included USD 2.8 million in deferred (non-cash) income tax expense. That compares with USD 6.5 million, or USD 0.11 per diluted share, in net income for the same period last year, when no income tax expense was recorded. In 2006, income tax expense was offset by reductions in the tax valuation allowance.
• A 13 pct increase in pre-tax earnings to USD 7.3 million from USD 6.5 million, as pre-tax earnings more than doubled from ABX Air’s operations outside its commercial agreements with DHL.
• Revenues of USD 281.3 million, down 7.3 pct from a year ago, as revenues from operations related to the DHL agreements declined 12.2 pct. Prior-year second quarter revenues included a USD 17.5 million reimbursement from DHL for line-haul management services, which did not recur in 2007. Second quarter revenues from business unrelated to DHL reached USD 22.4 million, an increase of 156.8 pct.

U.S. Postal Service says Chicago mail delivery improving

U.S. Postal Service officials say Chicago’s mail-delivery record is getting better, but still leaves a lot to be desired.

According to the agency’s most recent audit, mail delivery in city ZIP codes remains the nation’s worst.

The audit found that first-class mail sent between Chicago ZIP codes made it to the correct address the next day 93 pct of the time. That’s up from 90 pct in the first three months of the year.

The audit was for mail delivered between April and June.

Chicago postmaster Gloria Tyson says the district instituted reforms after a previous audit found the city’s in-town delivery ranked worst in the nation. She says the agency hired 240 more carriers, overhauled equipment and corrected nearly 143 thousand addresses.
