Israel Post aims to sell financial services in Q3

As the privatization of Israel Post Company Ltd. gathers steam, the company plans to begin offering financial services, and market mutual, provident and pension funds at post offices. Israel Post also wants to begin selling non-life insurance, such as compulsory vehicle insurance and home insurance, by the third quarter of this year.
Israel Post predicts that the ministers of finance and communications will sign the permit allowing it to provide financial services by the end of June, so that it will be able to begin selling financial products during the fourth quarter. However, because Israel Post cannot provide financial advice for the sale of these products, and lacks a permit to provide it, it will only serve as a sales and clearing platform.

The tender for the sale of insurance at post offices was published a month ago, and the deadline to submit bids is today. Israel Post believes that the tender results will be published in May. Israel Post plans to begin selling insurance at only 50 branches of the Postal Bank. If the venture succeeds, Israel Post plans to sell home insurance, and much later, health insurance, including to foreign workers.

Insurance agents and companies will handle claims, and Israel Post will bear no responsibility. If and when the Postal Bank becomes a regular retail bank, it will have to stop selling non-life insurance, which is banned for banks.

China Postal Group plans to set up insurance company

China Postal Group (CPG) plans to set up an insurance company which will be the country’s first insurer with sole investment from the postal sector, Wu Dingfu, chairman of China Insurance Regulatory Commission (CIRC), said yesterday.
Wu said the commission is currently dealing with the application submitted by the CPG for establishing an insurance company.

The company would be set up by the CPG and its plentiful subsidiaries across the country, and would provide insurance services involving relatively small amount of money as some Japanese insurers do, according to Wu.

About 20,000 insurance companies operating in Japan are mainly engaged in one-year life and medicare insurance and two-year property insurance, which usually set an upper limit to the compensation amount.

China’s postal sector, boasting 36,000 outlets nationwide, simply serves as the sales agent of insurance products for the moment, but was urged to explore further cooperation with the insurance sector.

Statistics show that nearly 14 percent of the country’s insurance agents came from the postal sector by the end of March.

The CPG has earlier made a step toward the financial reform in establishing the China Postal Savings Bank with total registered capital of 20 billion yuan (USD2.6 billion), which becomes the country’s fifth largest bank.

TNT lights fuse on tech asset management

TNT is working on an IT asset management pilot project in the UK which it hopes to roll out around the world.

TNT has started with desktop software asset management and by the end of the year plans to have charted the software on its servers as well, said Steve Fell, supplier and asset management group manager at TNT Express ICS.

He told silicon.com: “What asset management does is risk mitigation – it helps us to understand where our investment has gone.”

Speaking at the CA World user conference in Las Vegas, Fell said: “In order to manage what is a huge and complex environment we need to know where everything is.

“We want to get one view of our investments. The idea is we pilot in the UK and then deploy it across the rest of the organisation over two to three years – this is not going to happen overnight.”

Through its software and hardware asset management project the company wants to reduce risk – by knowing that it has enough software licences – and also reduce cost by not buying too many licences.

The company is using CA’s security, asset management, patch management, software delivery and deployment software as part of the project.

Eighty per cent of the project won’t be about the technology but about the processes in the organisation – such as making sure everybody involved with the purchasing process knows what they need to do to keep the tech asset management system up to date, he said.
