Royal Mail picks print manager shortlist for GBP 400m contract

Royal Mail Group has decided on shortlists for the various lots in the massive GBP 400m print management tender it launched at the end of December.
Almost 40 companies have been informed that they are on the shortlists of bidders invited to submit detailed tenders for four lots worth up to GBP 100m per year.

Bidders are now working on submitting full price tenders for the work either individually or as part of consortia before a deadline understood to be around 25 April. The tender process is expected to be completed in the summer.
Royal Mail declined to reveal the names of companies involved, although it said that more than 100 companies submitted expressions of interest in the initial stages.

Top print management firms who are understood to have bid for major parts of the contract include Communisis, Adare, HH Associates, Xerox, RR Donnelley Global Document Services (formerly Astron), AccessPlus and TPF Group. It is so far uncertain which of these have been invited to submit detailed tenders.

One notable exception from the bidders is Williams Lea, which is understood not to be involved in the process, due to the potential conflict of interest between its owner, German postal operator Deutsche Post World Net, and Royal Mail.

Ray Huntzinger, Royal Mail’s director of strategy programmes, is leading the tender process and set up a unit of 25 staff, under the name Royal Mail Document Management Services.

Xerox is seen by some as a front-runner after it won a GBP 400m contract for the Department of Work and Pensions in February.

Q-Post signs e-voucher vending machine deal

Q-POST signed a contract with a local firm for setting up point of sale (PoS) terminals and vending machines at the premises of its 30 odd branches throughout Qatar.

As per the terms of the contract, the local company, Starlink, will supply PoS terminals and vending machines to the postal corporation for issuing e-vouchers which would eventually replace scratch cards, now issued by Qtel to its customers.

The facility covered under the scheme includes recharging of Qtel’s Hala card, WiFi, Ebhar and Q-Card.

Chairman of the Q-Post Ali Mohamed al-Ali said the move would help Qtel save considerable amount of money incurred for making scratch cards. “The eco-friendly and environment-friendly cards would ensure that the company spent less money to provide telecom cards to its customers.”

The chairman said a number of residents of Qatar used more than one mobile connection these days and for such customers too the new facility offered convenience for recharging their connections.

The new facility would be installed at the main office of the General Post Office and Q-Post branches in the next few days and customers would be able to recharge their connections from those points. The customer only requires to make payment at the counters and in no time, e-vouchers, with secret number, would be issued, the chairman said.

Later, explaining the details of the vending machines, Starlink CEO Alan Sinfield said it would be installed near post boxes at each post office as the machine should be accessible to customers throughout the day.

The Virtual Post Office: Best citizen-focused project in 2006

Correos has received recognition for its track record and efforts with two new awards: the 2006 Fundetec Award for the ‘Best Citizen-focused Public Administration Project’, for the ‘Virtual Post Office’, and the ‘Best Logistics Management Award’, which is given out each year by Grupo Negocios’ Dinero magazine.

The 2006 Fundetec Award for the ‘Best Citizen-focused Public Administration Project’ was given to the ‘Virtual Post Office’, which enables citizens and companies to complete the traditional formalities at a Correos branch on the internet, without leaving their home, in a convenient and efficient way.

This project is part of the INTEGRA plan for the modernisation and complete computerisation of the company, and it is an example of Correos’ dedication to the use of ICTs.

This Correos ‘Virtual Post Office’ responds to the changes and new demands of the citizens, offering the technological resources necessary to complete a wide variety of formalities on the postal website. Citizens can use their computers to access a particular post office, at www.correos.es, open 24 hours a day, seven days a week, where they can send letters, personalised postcards, telegrams, certified deliveries, notices, postal orders and burofax. The website also provides all types of postal information (postal code and branch locator, delivery tracker, cost calculator, etc.).

At the end of last year, the Virtual Post Office added the e-postal order to its catalogue of services, which has had an excellent reception among customers and users. In 2007, the offer was increased with the personalised stamp, ‘Tu Sello’, which has also been well received: after just two months in service, over 1,800 orders have been processed.

Assessing cross-subsidy in Australia Post 2005-06: an ACCC report

The Australian Competition and Consumer Commission today issued its second report on whether Australia Post is subsidising its competitive activities with revenue from its monopoly activities. The report analyses the 2005-06 regulatory accounts of Australia Post. “The results of the analysis are similar to last year,” ACCC Chairman, Mr Graeme Samuel, said. “The regulatory accounts do not provide evidence that Australia Post is subsidising its non-reserved services from its reserved services.” Logistics, which is one of the non-reserved services, was again the recipient of a subsidy in 2005-06, but the source of the subsidy appears to be the other non-reserved services, not the reserved services. This was a result of logistics related infrastructure being under-utilised while Australia Post builds this part of its business. “In 2005-06, the shortfall in revenue earned compared to the direct cost of providing logistics is less than in 2004-05,” Mr Samuel said. The 2005–06 cross subsidy monitoring report will be available from the ACCC’s website.

This report presents the results of the ACCC’s analysis of Australia Post for the 2005–06 financial year to determine whether or not it is cross-subsidising from its reserved services to its non-reserved services.
