UPS and Fedex set to pounce on DHL court filing

DHL Airways will clarify its ownership and operational structure in a filing today with the Department of Transportation. Opponents FedEx and United Parcel Service expect to use the filing to bolster their case that the air carrier is controlled by German distribution group, Deutsche Post. The documents were ordered by Ronnie Yoder, the DoT’s chief administrative law judge, in a preliminary hearing on Tuesday. Judge Yoder is proceeding with a public hearing on August 19 to determine if DHL Airways, based in Miami, violates US laws limiting foreign ownership and control of US carriers.

US Postmaster General renews call for freedom to set prices

If the Postal Service is to be run like a business, it needs the freedom to set its prices like a business, Postmaster General John Potter said Thursday. Potter told the President’s Commission on the Postal Service that his agency is hampered by the complex 16-month process involved in setting rates. The post office, because it has a monopoly, should still be subject to review, he said, but that process “should not stifle the ability to meet customer preferences and finance the national mail system for the future.” Potter suggested that the Postal Service’s governing board be allowed to set prices for mail service, with an after-the-fact review by an outside agency. His comments came at the final public session of the commission, convened by President Bush to review the operations of the Postal Service and make recommendations for its future. Its report is expected by the end of July.

Croatian Law Regulates Protection for Postal

The Croatian parliament adopted a customer protection bill on Thursday aimed at introducing further European standards in the former Yugoslav republic that hopes to join the next wave of EU enlargement in 2007. The new law is the first to regulate protection in the field of public services and utilities, including fixed phone network, postal services, gas, electricity, heating and water utilities.

Latvian postal company struggling to manage even half of EU requirements

The Latvian state postal company Latvijas Pasts is behind on implementing EU requirements with the company currently having implemented only 40 percent of the requirements listed in a cooperational project signed back in 1998, stated the company’s temporary CEO, Gints Skodovs. Skodovs said that in 1998 Latvijas Pasts signed the Accord 1 agreement, aimed at assisting EU candidate countries with implementing EU requirements and postal directives, improving postal service quality and promoting development of new projects and infrastructure improvements. The stand-in CEO for Latvijas Pasts said that on June 02 the Accord 2 agreement is set to be signed in Switzerland, which should thus state Latvijas Pasts “preparedness for moving towards EU quality standards and readiness to work towards implementing these.”

TNT Express France makes deal with Redcats

TNT Express France, the French unit of TNT Express (the transport division of Dutch postal services group TPG), has reached a commercial partnership deal with Redcats, the French mail order giant. The deal will allow TNT Express France to use Redcats’ parcel delivery network, which includes nearly 3,200 depots, and will increase its coverage in France, where it already has 120 sites.

Newly merged DHL aims to be number one in Mexico

With the global merger of the DHL and Danzas package delivery companies, the goal of the company in Mexico is take the lead in the market, ahead of UPS and Federal Express, says Mr. Mario Sotres, head of DHL Mexico. The company is hoping to grow by 37% in Latin America and Mexico. Sotres denies any plans to acquire any Mexican companies in the short term, as the focus will be on the newly merged companies. The new company will have a new logo, based on that of DHL, but with a change of color.

EU backs GBP450m government lifeline for UK rural post offices

More than 8,000 rural post offices appeared to have a brighter future yesterday when the European Commission approved a pounds 450m package of government subsidies to help keep the branches open. The Department of Trade and Industry announced its intention to hand over the cash over three years in December, but said the money would have to be given the go-ahead by Europe’s regulators for state aid. The subsidy had to be referred because it could give Post Office Limited an unfair advantage over other companies battling to break into the postal delivery market. The Commission ruled that the grant should be allowed because the Post Office is obliged by the Government to provide country-wide over-the- counter access to state benefits and other services.
