Air Express carriers urge China to further liberalise postal services

The Asian chief executives of the world’s top four air express carriers are to meet in Beijing to show their commitment to the Chinese market and to call for further liberalisation of the country’s express mail services.

During their first ever joint visit to China, the Asian division leaders of DHL, FedEx Corp, United Parcel Service Inc and TNT Express will talk to top Chinese officials, including the Vice-Minister of Commerce Liao Xiaoqi, the executive director of the Conference of Asia Pacific Express Carriers (CAPEC), Ira Wolf, said.

All four are members of CAPEC.

Irish postal services to be authorised by Comreg

Irish postal service providers must be authorised by the Commission for Communications Regulation (Comreg) from January 1, 2004.

Under these terms a postal operator with a turnover of more than €500,000 must apply to Comreg for authorisation.

The applicants will only be granted an authorisation if Comreg is satisfied it can provide a postal service and it submits a written declaration that it will not infringe within An Post’s reserved area.

UK Royal Mail accused of double dealing

Mail chiefs have been accused of using underhand tactics to force through the closure of Post Offices in some of Tyneside’s most deprived areas.

The claims centre on a rule which states no such office should be closed unless there is another within half a mile.

Postwatch claims the Post Office is cynically getting around this rule by using the loophole of closing two at a time in the same area.

UK Royal Mail’s Proposal to implement size based pricing

On 27 August 2003, Postcomm issued a statement explaining the process it intended to follow to assess the proposal it received on 8 August from Royal Mail to introduce Size Based Pricing from April 2005. In that statement, Postcomm explained that it expected to issue a consultation document about Royal Mail’s proposal by the end of October 2003.

Following analysis of Royal Mail’s proposal, Postcomm is in discussions with Royal Mail about some outstanding issues with regard to its proposal. Postcomm has decided that while these discussions are continuing it would not be appropriate to issue a consultation document. Following further discussions with Royal Mail about these issues, Postcomm will decide how to proceed.

Express Air Mail service launched between China, Japan

A new express mail service (EMS) by air has been launched between Shanghai in eastern China and Osaka in Japan, a breakthrough for mail transport between the two nations.

The mail flight is jointly operated by Southern China Airlines (SCA), based in south Guangdong Province, and the Shanghai-based China Post airlines, a joint effort of China Post and SCA.
