French La Poste to spend €3.4bn on modernisation

La Poste, the French post office, has announced plans to spend €3.4bn on modernising its mail sorting and delivery systems over the next seven years to prepare for the liberalisation of Europe’s postal sector in 2009.

The governing council of state-owned La Poste voted to grant its chairman Jean-Paul Bailly the authority to sign a new 2003-2007 strategic plan with the government.

Postcomm suggests changes to UK’s universal postal service

Postcomm has sought views on proposals which aim to clarify precisely which services make up the universal service in the UK and how they should be provided by Royal Mail.

In the short term, users – and particularly domestic users — should not expect to see much change. This is because Royal Mail would still be required to continue all of its current services unless it seeks and gains Postcomm’s prior approval, following consultation with Postwatch, the consumer body.

UK Royal Mail accused of licence breach

Royal Mail has been accused of offering a cut-price service to catalogue companies in an attempt to win more business, a potential breach of its licence punishable by a fine.

Postcomm, the postal regulator, announced that it had received information suggesting Royal Mail was offering undisclosed discounts to attract catalogue mail.

The regulator said it had served Royal Mail with an enforcement order to provide detailed information about the alleged discounts, and that the postal company had agreed to comply. Postcomm said the inquiry would take “a few weeks”.

China's draft postal law triggers protest from foreign deliverers

The amended draft of China’s Postal Law has triggered strong protests from foreign and local private mail delivery companies, and three industry associations have jointly submitted a complaint to China’s legislature.

The draft law version, which came out on November 17, bans overseas and private express mail delivery companies from delivering mail under 500g, and authorizes China Post to decide whether to offer mail delivery business licenses to its competitors.

Pitney Bowes to cease manufacturing in Stamford US

Pitney Bowes Inc.’s changing business model will once again hit Stamford workers as the postage-meter maker ceases manufacturing within the city by the end of 2004.

Michael Critelli, Pitney Bowes’ chief executive officer, said by the close of 2004 the company will halt all assembly work at its South Side Stamford factory. Pitney Bowes has already said it will shed its component manufacturing operations as part of a two-year $100 million restructuring plan it announced in January.
