Postcomm sets compensation rates for delayed mail

Following consultation, Postcomm today set out the details of how Royal Mail should compensate its customers if their letters and packets are delayed in the post. Postcomm’s determination provides separate compensation schemes for businesses that use Royal Mail for bulk mailings, and for private customers. The bulk mail compensation scheme will come into effect for this financial year, linked to Royal Mail’s quality of service from April 2003. Compensation for private customers will operate from 1 January 2004. Business customers who send out bulk mailings will be compensated at the rate of 1% of their bills for each 1% that Royal Mail fails to meet national targets. The minimum payment will be at a shortfall of 1% and will increase by 0.1% increments up to a maximum of 5%.A separate scheme is proposed for domestic users who will be able to make a claim for delays to first or second class mail, Special Delivery
and standard parcels.

UK Royal Mail workers set to call second strike

Union leaders are expected to call a second pay strike by postal workers in London, threatening further disruption to mail deliveries.

The executive of the Communication Workers Union is set to announce that thousands of postmen and women in the capital will walkout on October 16 to coincide with a stoppage by council workers involved in a separate row over pay.

Tuffnells to hold 90th anniversary conference

Stourbridge-based event and video production company Top Banana has won the contract to produce the first national conference to mark the 90th anniversary of Tuffnells Parcel Express.

Tuffnells is the longest established parcel carrier in the UK, with over 1,500 staff employed at 23 depots across the country. The conference will take place in January 2004 and will involve the entire Tuffnells sales force.

Deutsche Post asks EU to look into Astar dispute

Deutsche Post has said its asked the European Commission to look into whether U.S. rivals were being given the same treatment in Europe as it was in the U.S., though it has lodged no formal complaint.

A Post DPWGn.DE spokesman said the company had asked EU Commissioner Loyola de Palacio to investigate whether a partnership between U.S. rival UPS and Danish airline Star Air was comparable to that between its own DHL unit and U.S. airline partner Astar.

UPS, FedEx urge US to drop Astar deadline

FedEx Corp. and United Parcel Service on Monday asked the U.S. Department of Transportation to lift the Dec. 1 deadline for an administrative law judge’s recommendations on the ownership of Astar Air Cargo, formerly DHL Airways. The big U.S. express carriers complained that two U.S.-based subsidiaries of archrival Deutsche Post World Net have failed to comply with the judge’s order to produce documents related to the investigation into whether Astar is illegally controlled by Deutsche Post.

Europe seeks UPS, Star Air probe

The European Commission has called on Copenhagen to investigate the ties between United Parcel Service and a Danish airline in an attempt to establish whether the US delivery giant has effective control over the carrier – a finding that, if confirmed, could lead the airline to lose its licence.

The Commission’s request was made in a formal letter to the Danish government in late August, and was sparked by a complaint from Deutsche Post, the German postal group and an arch-rival to both UPS and FedEx, another US delivery group.

Deutsche Post steps up US battle with UPS, FedEx

Deutsche Post AG, the German postal giant whose ties with a US carrier is being challenged by its American rivals, has struck back. Chief executive Klaus Zumwinkel said the company had asked European regulators to examine deals between European airlines, and US package-delivery companies FedEx Corp. and United Parcel Service Inc. that are similar to Deutsche Post’s arrangement with US airline Astar Air Cargo Inc.. FedEx and UPS are vigorously questioning Deutsche Post’s alliance with Astar, prompting the Germans to retaliate.

FedEx opens new distribution centre in Senai, Malaysia

FedEx will now truck Johor packages from Senai to Singapore’s Changi airport, instead of airfreighting them from Kuala Lumpur.

From Singapore, the move enables overnight shipping to 19 Asian centres via its Philippines hub, and provides next-day delivery to North America via its Japanese hub. Southern Malaysian cargo previously took two to three days via Kuala Lumpur.
