US express delivery firms biggest winners from China aviation deal

The biggest beneficiaries from the further opening of US-China aviation are likely to be US express delivery firms such as United Parcel Service Inc and FedEx, the Wall Street Journal reported, citing industry sources.

A FedEx Corp executive was quoted as saying that the agreement will bring his company ‘virtually unfettered access’ to China beginning in 2011, the newspaper reported.

China’s market for express delivery is expanding by an average 28 pct a year – the fastest in Asia. The market, valued at 4.4 bln USD last year, will grow to 5.8 bln in 2007.

Under a pact agreed to on Wednesday, US and China agreed to begin talks in 2010 on an ‘open skies’ agreement.

Indian Airlines partners with GATI for courier service

Indian Airlines partnered with logistics cargo industry major GATI Ltd to launch a joint courier company, IC-Zipp. The two were working together for 11 years and the idea of this joint venture was to have synergy between the large air and surface networks. IC-Zipp will be launched in 119 cities in the first phase. The product will be priced in the range of Rs 50 to Rs 150 for 500 gm. The other features of the product include door pick-up, real-time tracking and 24-hour service, said a statement issued by the company. IA’s director (commercial) Anita Khurana said: “Amid a robust trade and business growth environment, companies can now seamlessly access the networks of two market leaders. So, whether it’s a business proposal, signed contracts, mass mails, print proofs, small packages or architectural drawings, customers can rely on our extensive network to get courier delivered on time.”

Atlas Air gets approval for DHL deal

Atlas Air Worldwide Holdings Inc., which provides air cargo services, on Thursday said it received U.S. Department of Transportation approval of a strategic partnership with delivery company DHL Express.
Under the deal, DHL Express will pay USD 150 million in cash for a minority interest in Atlas Air unit Polar Air Cargo Worldwide Inc. Polar will get a long-term, major customer out of the deal, while DHL will have access to Polar’s aircraft capacity.
Polar said it could see more than USD 3.5 billion in revenue from the 20-year commercial agreement with DHL. The deal is set to close in the late second quarter.
Shares of Atlas Air slipped 29 cents to USD 58.61 in morning trading.

UPS announce first US air hub in China

UPS and the Shanghai Airport Authority conducted a formal signing ceremony in another step toward construction of the UPS International Air Hub at Pudong International Airport in Shanghai. Presiding over the ceremony were US Transportation Secretary Mary Peters and Vice Mayor of Shanghai Yang Xiong.
The UPS International Air Hub, scheduled to open in 2008, will be the first constructed by a US carrier and will link all of China via Shanghai to UPS’s international network with direct service to the Americas, Europe, and Asia. It also will connect points served in China by UPS through a dedicated service provided by Yangtze River Express, a Chinese all-cargo airline.
The ceremony marked the signing of the operating agreement and lease contract for the hub. These agreements are a direct result of the Agreement on Sino-US Civil Aviation Transportation Air Services signed by the Chinese and US governments in July 2004.
Over the past five years, UPS has invested approximately USD 600 million in China, including its successful transition to become the first wholly owned foreign express carrier in China.
When the hub opens, it will operate 24 hours a day, seven days a week, and UPS will increase its capacity into Shanghai by “up-sizing” aircraft from the current MD-11s to Boeing 747-400s.

Brazilian court suspends Correios night mail tender

A Brazilian commercial court has suspended a tender process by the country’s public postal operator, ECT (Empresa de Correios e Telegrafos), for night air mail services saying the bidding process was fraught with “consistent indications of irregularities“.

ECT launched a tender process for its overnight mail deliveries since its current contracts with Skymaster and Total airlines are about to run out. The court claims the BRL 132.7 million (EUR 49.7 million) contract is 60% over-valued and has suspended the tender while it seeks explanations from Correios executives.

There have been wide-ranging spate corruption allegations in Brazil over the over-valuing of public contracts and bribes paid to civil servants to secure them. ECT is one of the organisations under the spotlight, though it denies any wrongdoing by its employees.

Postal officials have been explaining to judge Raymond Path the complexities of its mail contracts, which are measured against aircraft use and the varying loads and load capacities on flights. ECT is now awaiting the verdict of the court on whether the tender procedure can be continued, albeit modified, or a new one should be launched.

The Brazilian press reported last year that ECT, tired of years of allegations over its outsourcing contracts, is considering launching its own air mail service through leased aircraft which might also, it believes, cut costs.
