South Korea upgrades Incheon duty-free zone

South Korea says it will expand the duty-free zone at Incheon International Airport near Seoul as part of the government’s effort to turn the gateway into a logistics hub for Northeast Asia. Officials say construction on a customs-free area due for completion next year. An additional 10 million square-feet will also be designated as part of the duty-free zone “as early as in February,” a spokesman at the Ministry of Construction and Transportation said.

US FedEx and UPS fight ruling on ownership of airline

FedEx and United Parcel Service are asking the Department of Transportation to reject a federal administrative law judge’s ruling that Astar Air Cargo is owned and controlled by an American citizen, not a German company. FedEx and U.P.S. made the request in a filing that served as a response to the Dec. 19 ruling. At issue is Astar’s ability to do business in the United States. FedEx and U.P.S. say the Miami-based Astar, which was called DHL Airways under former ownership, should be disqualified because of its ties to the German government.

Brussels International Airport Company hits back

Brussels International Airport Company (BIAC) has refuted claims from environmental and residents’ groups that it has overstated the benefits of DHL’s planned expansion.

DHL expects its European hub to be handling 781,000 tonnes by 2012, compared with 312,000 tonnes today. There would be 4,200 extra staff at an expanded hub, compared with a loss of 3,900 jobs if Brussels was only a sub-hub, BIAC has claimed.

“DHL relocation would significantly affect the airline companies as they carry almost 30% of the parcels forwarded by DHL, ” BIAC said.

Extrapolated figures on DHL’s likely future contribution to the Belgian economy and the growth in airport-related economic activity and indirect employment have angered interest groups, but BIAC has accused them of slander.

FedEx moves Asia hub to China

FedEx will move its Asia-Pacific transport and distribution centre from the Philippines to Guangzhou, China, the Guangzhou Daily has reported. According to FedEx, the lease of the eight-year-old Asia-Pacific hub in Subic Bay in the Philippines expires in 2007, and the runway and apron at Subic Bay have limited expansion room due to its deep water and hillside boundaries.

UPS and Fedex urge DOT to overturn Astar ruling

United Parcel Service and FedEx Corp. urged the U.S. Department of Transportation to overrule a recommendation by its own administrative law judge that Astar Air Cargo be allowed to operate as a U.S.-licensed airline. The two big express carriers contended that Astar is controlled by DHL International and its corporate parent, Deutsche Post World Net, and does not meet requirements that domestic airlines by majority-owned by U.S. citizens. It’s unlikely, however, that DOT will overrule Kolko’s recommendation. The department had ruled on previous occasions that DHL Airways complied with U.S. citizenship requirements. It only complied with the demand by FedEx and UPS for an open hearing after legislation passed last spring mandated the appointment of an administrative law judge to investigate DHL Airways’ ownership.
