China leaps ahead of India on postal laws

While India has gone slow on the proposed amendment to monopolise handling of documents weighing less than 300 gm, China is all set to revise its postal law to bequeath China Post’s express arm EMS (Express Mail Service), the sole authority to handle documents weighing under 150gm.

Exactly like in India, all four international giants – DHL, TNT, FedEx and UPS – and over a dozen domestic operators are a disgruntled lot, since the amendment has the potential to paralyse the industry. Steven Lim, spokesperson of DHL, told ET that it is difficult at present to ascertain the direct impact on their business, based on the unpublished 8th revision of the draft Bill.

“The good news is that the (Chinese) government has considered lowering the weight monopoly to 150 gm, which is lower than the previous draft of 300 gm or more. We believe that it is best to include other standards than just weight, like a price multiple,” says Mr Lim.

Most industry officials agree. “Price multiple could be a better standard. The express companies can be restricted to price their services on par with that of the postal department by stipulating a price differential. The price-conscious customer can go to the postal department, while others can patronise private courier/express companies,” says an industry official.

China unveils plan to sell off postal service

China’s State Council is planning to turn postal service China Post into a USD10bn (GBP5.2bn) standalone company, in a move that will see one of the last bastions of the Communist regime sold off.
Under the plan, approved last week by the Chinese cabinet, the firm is to be transferred into a new state-owned business that will incorporate the post office’s savings operation.
This business is to be will be restructured separately into a fully fledged bank – which is to become China’s fifth largest, with deposits of 1.3 trillion yen (GBP85bn).
Observers believe it is unlikely that foreign investors will be permitted to buy a stake in the business. China Post delivered 7.35 billion letters in 2005.

DHL launches GTS to simplify international trade

Express and logistics company DHL today launched a new service, Global Trade Services (GTS), to facilitate trade through international shipping by managing duty regulations and business processes.

The service for the company’s customers in the Asia Pacific region caters to the needs of international shippers looking at streamlining their logistics process, a company release said.

“Leveraging DHL’s trade facilitation expertise, customers will be able to reduce the complexity, risks and costs of international shipping and do more business,” DHL Express CEO Scott Price said.

The service would provide trade solutions apart from the company’s core transportation offerings and would enable shippers to trade internationally with greater control, increased transparency and efficiency, he added.

DHL deepens commitment in Vietnam with USD 14 million investment

DHL, a leading express delivery and logistics company, today announced an investment of USD14 million for infrastructure upgrades and service expansion in Vietnam from its Express business, as well as a commitment to increase its strategic presence around Vietnam for the DHL Logistics arm.

Under the newly formed DHL-VNPT joint venture, DHL Express will be investing USD14 million into Vietnam, which is earmarked for new facilities in Hanoi, Ho Chi Minh, Haiphong and Danang, as well as fleet upgrades, direct service expansion to key industrial zones, and new vehicles.

The expansion in Vietnam totals DHL’s Asia Pacific investment to more than USD1.7 billion. The logistics infrastructural announcement in China, the expansion of the Incheon facility in South Korea and, within the week, the inauguration of the new Bangkok hub, are part of DHL’ s recent announcements that further reiterate the company’s commitment to the Asia Pacific region.

DHL expects a growth of 10% a year in Thailand

Express and logistics giant DHL expects to grow more than 10 per cent a year in Thailand following the opening of its new facility at Suvarnabhumi Airport, The Nation reports.

DHL has spent USD22 million (Bt805 million) on the logistics hub inside the airport’s Customs Free Zone, which – at more than 12,000 square metres – is five times larger than its previous facility at Don Muang Airport.

DHL has been expanding its network and capacity throughout Asia, and the Bangkok hub has been designated the gateway to Indochina, said Scott Price, DHL’s Asia-Pacific chief.

With economies growing and exports surging, Indochina’s logistics business is poised for increased growth, Price said.

He said neither the political situation nor the baht’s appreciation had had an effect on DHL’s expansion in Thailand.

The Bangkok hub will boost service efficiency and speed up cargo processing. It has the capacity to handle more than 23,000 pieces per hour and more than 6 million shipments a year and will employ more than 200 workers.
