Japan Post to start frozen goods parcel delivery service

Japan Post aims to start a parcel delivery service for frozen goods to catch up with private-sector rivals such as Yamato Transport Co. and Sagawa Express Co., informed sources said Monday.

Japan Post hopes to start the service throughout Japan as early as Nov. 1 after obtaining approval of the Internal Affairs and Communications Ministry, the sources said.

The new service will add to the current parcel service which includes delivery of chilled goods.

Japan Post will newly introduce freezing equipment and containers at key post offices and on home delivery vehicles. As for transportation between regions, Japan Post plans to commission the operations to food makers and transportation service companies, according to the sources.

Since its foundation in 2003, the state-owned corporation has reinforced its parcel delivery service mainly through tie-ups with retailers.

Its partner convenience stores now accept parcel delivery orders to Japan Post at their store counters, while other retailers commission distribution and transportation of their goods to Japan Post.

Japan Post now hopes to begin the frozen goods delivery service to increase its competitiveness further ahead of the start of its 10-year privatization process in October 2007, the sources said.

DHL Japan extends cut-off times in Osaka Prefecture and Tokyo’s Nerima and Nakano Wards

DHL, a leading express and logistics company, has optimized delivery routes to extend cut-off times in two Tokyo wards and four Osaka Prefecture districts by 60 to 90 minutes.

Since 2005, DHL Japan has opened fifteen service centers, which are centers for collection, delivery and sales operations, as an investment aimed at reinforcing ground infrastructure in Japan. As part of such initiatives, DHL Japan has also increased the number of service centers in Osaka and Tokyo by a total of three in order to respond to the growth in cargo volume. Consequently, the speed in cargo processing increased for the areas where cut-off times were extended this time. The faster cargo processing, along with an improved cooperative structure among staff responsible for each area served by the service centers, enabled the development of collection and delivery routes that are more efficient than ever before and thereby enabled the cut-off times to be extended.

Bill of worries

Small and medium-sized courier companies have been gearing up to meet the challenges thrown up by the amendments to the Postal Bill that are likely to be presented in the forthcoming winter session of parliament.

The India Post Amendment Bill, ’06 seeks to give India Posts (the new name of your neighbourhood post office) exclusive rights to carry and deliver letters weighing up to 300 gms, putting such letters out of the reach of the private courier companies.

Given that the letters are a mainstay of the courier business, the private courier operators, most of them small and medium enterprises (SMEs), are forced to look at other alternative avenues in order to stay afloat.

Experts believe that a direct offshoot of the amendments in the regulation would be a radical shift of express players into the cargo transportation segment. “Express players already have the network in place, so it will be most natural for them to leverage on that and set up a cargo operations business,” said an industry expert.

However, this is easier said than done. “The shift is not going to be an easy one, as these SMEs would not have the requisite resources to invest in technology, warehousing and infrastructure, which are the core essentials of any efficient cargo operation business,” added the industry expert.

DHL unveils new USD3.6 mln logistics centre in Shanghai

Looking to bolster its market share in Asia’s booming cargo transport market, logistics giant DHL today inaugurated a new USD3.6 million plant in the Waigaoqiao Bonded Logistics Zone (WBLZ) in Shanghai. The new plant, which will function as a logistics centre, forms part of DHL’s USD315 million investment strategy for China, and brings the firm’s current investments in the country to USD30 million.

DHL Global Forwarding will also invest an additional USD20 million in China over the next few years to boost the company’s network infrastructure, human resources development, and range of products and services.

The new plant brings the number of facilities DHL operates in the WBLZ, which is China’s largest bonded logistic zone, to nine.

Postal services must face challenges from private players

Chief Post Master General (PMG) of Maharasthra and Goa, K NoorJehan said that the postal department needs to focus its energy in building a strong consumer base, in the face of tough competition from unregulated players such as the courier servcies. She was addressing members of the staff, after the Secretary, Government of India, Director General, Department of Posts and Chairman, Postal Services Board, Jyotsna Diesh, dedicated a new EMS Speed Post Centre, near Santacruz Airport on the western suburbs today.

On the occasion, Diesh said that Mumbai being the financial nerve centre of the country, it was important for the department to create a seperate space for speed post sevrices, which finally took shape.
