INVESTING IN CHINA: A dogfight for courier service dominance

When FedEx paid Dollars 880m for Flying Tigers, a cargo airline, in 1988, it was buying a piece of Chinese history. Flying Tigers was founded by, and named after, a group of American volunteer fighter pilots who flew for China against Japanese forces in the second world war.

FedEx, however, was more interested in the international cargo network that came with the deal – including access to China.

The acquisition helps explain why, nearly two decades later, FedEx operates more flights to China than any other express delivery company.

Next month, the company will add a further three flights, taking its weekly total to 26, and work is under way to relocate its regional hub from the Philippines to the southern Chinese city of Guangzhou.

But while FedEx enjoys aerial supremacy in to and out of China, inside the country it faces a much tougher dogfight with its rivals DHL, UPS and TNT. FedEx’s need to strengthen its domestic capabilities explains why it agreed a Dollars 400m deal last month to take full control of its Chinese joint venture with Tianjin Datian W. Group.

Japan Post ready to accept partial liberalization of mail delivery

Japan Post, the state-run postal services provider, would accept any proposal to liberalize the delivery services of mail of a certain weight and above in order to promote private firms’ participation in the business, its president indicated Wednesday. “We’ll liberalize stage by stage,” Masaharu Ikuta said in a press conference. There have been no private firms engaged in letter and postcard delivery services under the current system as strict conditions are set. They include requiring those who want to start the services to locate at least 100,000 postboxes nationwide.

Japan Post considers linking planned bank with private ATM network

Japan Post Corp, the firm in charge of preparing for the privatization of the nation’s postal services, is considering connecting the ATM system of the planned postal savings bank with those of private banks, the Nihon Keizai Shimbun reported. Currently, ATMs at post offices are not linked with the systems at private banks, so people with savings at post offices must physically withdraw money in order to transfer it to their accounts at private banks.

Sagawa, Kintetsu dissolve business alliance

Sagawa Express Co. and Kintetsu World Express Inc. said Friday they have dissolved their business alliance on Thursday. The major delivery firms, which agreed on Jan. 29, 2001 to cooperate in domestic and international cargo operations, found after five years that the partnership was not providing the benefits expected, the two said.

Indian govt plans to set up postal regulator

THE government is planning to set up mail regulatory and development authority (MRDA) for the postal and courier services. Currently, there is no authority to regulate the Rs 3,500-crore private courier industry. Department of Post (DoP) has proposed amendments in the Indian Post Office Act, 1898, to make provision for the regulator. MRDA will ensure that all the private courier service providers and mail services of the department of post comply with the terms and conditions of the registration. It will promote competition and efficiency in mail services. The department has proposed that MRDA should be a single person full time regulatory body. The regulator will be appointed by the government. The person appointed as MRDA shall hold office for a term not exceeding three years.
