Is the postal sector an essential component of the global economy?

What better way of answering this question, the theme of today’s 24th Universal Postal Congress General Debate, than to take a look at the Brazilian Post’s Exporta Fácil programme.

This programme, launched in 2001 with the help of the Brazilian Government, has enabled 10,000 micro, small and medium-sized businesses to access international markets. It is now easier for Brazilian small businesses to export their goods to other countries, whether they are selling judo kimonos to Japan, mushrooms to Europe, or dog clothing to the United States.

As Brazilian Post’s Paolo Siciliano explains, the programme has cut down the red tape involved in cross-border trade. The previous 26 stages of the process have been reduced to three. The Ministry of Communication worked with Customs, the central bank and other players to make the administrative procedure more flexible. The ministry responsible for postal services also adapted the existing legislation to improve export conditions.

The programme was so successful it was adopted by the Peruvian Post. The Postal Union of the Americas, Spain and Portugal (PUASP) is currently working with the Brazilian Post and the Inter-American Development Bank, which has invested 1.5 million USD, on setting up similar programmes in Argentina, Ecuador and Uruguay by next year. As Serrana Bassini Casco Secretary General of the PUASP, points out, “This programme is strategically very important for the development of Latin America countries.”

The European Union will also be financing the implementation of a project linked to Exporta Fácil for Mercosud, the economic community for South American countries, says Wagner Moreira dos Santos, Under-Secretary responsible for postal services at the Brazilian Ministry of Communication.

Inflation likely to make Brazil increase rates by half a point

Brazil’s central bank was expected to raise the country’s core interest rate by at least 0.5 percentage points last night as inflationary pressure has spread across the economy, adding to demands for pay rises especially among public sector workers.
A survey of market economists by Bloomberg, the financial news service, found that most expected a 0.5 point increase in the so-called Selic target overnight rate. If confirmed, it would be the third half-point increase since the bank began raising rates in April after three years of monetary loosening.
However, many economists expect a 0.75 point increase, detecting a more hawkish tone in recent comments by Henrique Meir-elles, president of the central bank, along with a broadening and quickening of inflationary pressures.
Mr Meirelles told the Financial Times recently that inflation was the greatest threat to the Brazilian and global economies and called on other central bankers to concentrate more attention on inflation than on the risk of recession. He has since spoken of the need to “act vigorously” to keep inflation in check.
Consumer price inflation was running at an annual rate of more than 6 per cent in the 12 months to June, above the government’s core target of 4.5 per cent. Most economists expect it to reach 6.5 per cent by the end of the year, the upper limit of the government’s target range.
More pressure on consumer inflation is expected to come from quickly rising prices in the wholesale sector and from imported goods.
Rising inflation expectations are also having an impact on wage negotiations. This week, the government stepped in to end a three-week strike by postal workers, conceding a number of demands that had been rejected by management, including a 30 per cent pay rise to compensate for the dangers faced by workers making street deliveries and a one-off bonus.
Workers at Petrobras, the government-owned oil company, went on strike last week for more pay and are expected to resume industrial action next month.
In his interview with the FT, Mr Meirelles said: “There is significant pressure for pay increases among public sector workers and evidently we are very concerned about that because these are permanent expenses.”
Recent comments by Mr Meirelles and other ministers have indicated a recognition that monetary policy alone cannot overcome inflationary pressures and that there is a need for tighter fiscal policy to curb overall demand by cutting government spending. But the government’s budget proposal sent to Congress this week proposes increases rather than reductions in public spending.

TNT launches road express between Argentina and Brazil

TNT has launched an international road express service between Argentina and Brazil under its plans to create a cross-border road network in South America.

The new service will be provided by TNT Mercurio Argentina, a new unit of the Brazilian road express operator acquired in early 2007, and will be initially offered in the northern province of Cordoba, TNT Express Argentina said in an online newsletter.

The road transport company will operate out of the TNT Cordoba office, targeting customers with exports and imports to/from Brazil who use full-load or consolidated freight services. TNT Mercúrio Argentina will also link TNT’s existing offices in Mar del Plata, Rosario, Mendoza, Córdoba, Salta and Buenos Aires to create a domestic road transport network offering door-to-door deliveries.

The province of Córdoba lies north-west of Buenos Aires and on the main transportation routes between southern Brazil and Chile. The city of Córdoba, the second-largest city in Argentina, is a major industrial centre, including automotive and hi-tech manufacturing.

TNT Express Argentina already offers international time-definite air express services and domestic transportation of documents and parcels. In Brazil, TNT Mercurio employs 7,000 staff, has a fleet of 2,631 vehicles and has a network of 110 depots.

DHL expands product portfolio in Latin America

DHL introduced the largest two new time-definite express products in 12 countries across Latin America: DHL Express 10:30 a.m. for deliveries to the United States and DHL Express 12:00 p.m. for delivery services within Latin America.

The new morning express delivery services respond to customers’ time-sensitive needs, empowering them with the choice as to when and at what time they want their urgent materials delivered.
