UPS Executive (USA)

Matt Lawrence, a veteran UPS logistician, has become the Federal Emergency Management Agency’s (FEMA) first loaned executive from private industry.

Lawrence, whose nine-month assignment begins today, will report to the newly-created Logistics Management Directorate. According to the Directorate’s assistant administrator, William “Eric” Smith, Lawrence will assist in the evaluation of current disaster logistics processes and will share best-practices from the private sector.

Internal changes within FEMA over the past year drove the creation of the Directorate, where new approaches to disaster logistics management are being explored. Earlier this year, FEMA approached the U.S. Chamber of Commerce seeking commercial expertise. UPS was the only company that stepped up to volunteer an executive. UPS will continue to pay Lawrence’s salary.

Lawrence brings a broad range of logistics knowledge to the agency, specializing in helping UPS customers to evaluate and redesign their supply chains for improved efficiency and responsiveness. His experience includes transportation network management, warehousing, inventory management and distribution. His most recent assignment involved working with healthcare and pharmaceutical companies to improve logistical efficiency, including the development of contingency plans to respond to crises that interrupt the flow of goods.

Internationally Renowned Designer and Global Express Carrier Debut
Limited-Edition Leather Tote to Raise Money for Leading Educational Organization

DHL and Zac Posen, the New York-based fashion designer, have joined forces to raise money and awareness for TeachersCount, a national non-profit that supports the teaching profession. The centerpiece of the exclusive global partnership is the “Tote for Teachers” campaign.

For the initiative, Zac Posen has designed a limited-edition leather tote bag, with DHL underwriting the production of the Italian-made accessory. Zac and DHL kick off the campaign this week in New York City, unveiling the bag with a launch party during Mercedes-Benz Fashion Week, an event DHL sponsors and at which Zac stages his ready-to-wear runway shows.

For each bag sold, DHL will donate 100 pct of the proceeds to TeachersCount, a 501(c)(3) non-profit organization, as well as provide complimentary DHL ground delivery for each purchase. Priced at USD 400, the bag will be sold exclusively online at www.toteforteachers.org.

The Tote for Teachers campaign will also include a print public service announcement (PSA) featuring Zac and Jane Avrich, his high school English Literature teacher. The PSA is the latest in TeachersCount’s “Behind Every Famous Person is a Fabulous Teacher” series.

Brazilian postal service may order Embraer C-390 freighters

The Brazilian postal service has emerged as a potential launch customer for Embraer’s proposed C-390 tactical transport aircraft.

Hélio Costa, Brazil’s minister of communications says the Empresa de Correios e Telégrafos (ECT) may launch its own cargo carrier next year to meet its domestic transport requirements.

The airline would initially operate a fleet of five aircraft, which could grow to between 20 and 25 by early next decade. The ECT is yet to select an aircraft type, but chief executive Carlos Henrique Almeida Custódio says that Embraer’s C-390 tactical transport aircraft is under consideration due to its favourable payload compared with other freighters in its class.

Custódio adds that the ECT has held preliminary talks with the Brazilian manufacturer. Meanwhile communications minister Costa says that Brazil’s communications and defence ministries may push for development of the C-390 to be accelerated.

The ECT believes an in-house cargo carrier could generate annual revenues of around USD 255 million by tapping into the growing e-commerce market. During the first half of 2007 e-commerce-related shipments generated USD 1.35 billion in sales for the ECT, up 49 USD compared with the same period last year.

The ECT’s airline studies are steering it towards a joint venture with a private company, although the postal service would retain a controlling stake in the new company. It would make a final decision on aircraft selection with its joint-venture partner.
The ECT spends about USD 230 million annually on air transport services provided by carriers such as Beta, Skymaster and VarigLog, and has struggled to renew these annual contracts at what it considers to be reasonable prices.

Custódio says that the ECT “cannot be [held] hostage to operators”, which led to the country’s public accounting bureau ordering the postal service to find other solutions for its air transport needs.

Clampdown sees rush for NVOCC license

The high-profile crackdown by the Chinese authorities on Schenker over allegations that the German logistics giant was operating with a fake non-vessel operating common carrier (NVOCC) license appears to have spooked the industry.

The wait time after applying for the license has shot up from three weeks to more than three months as companies operating without the correct paperwork race to register their operations.

The Shanghai-based director of a logistics operation told Cargonews Asia it was “common knowledge” that many smaller companies operated without the license. This led to Beijing’s crackdown that began three months ago.

Any firm that is involved in negotiating freight rates with and buying slots from shipping lines, selling slots and issuing bills of lading to shippers needs an NVOCC license.

“But it costs RMB800,000 (about USD 106,000) in cash for the license, and that is a non-interest bearing loan that is held by the Chinese government until your company ceases to do business on the mainland,” he said.

Schenker has shifted all mainland business to its two Hong Kong subsidiaries, neither of which – Schenker Logistics (Shanghai) Co and Schenker International (HK) – is involved in the investigation being conducted by the mainland’s Ministry of Communications.
