Deutsche Post rivals warn against extension of mail delivery monopoly

Deutsche Post World Net AG’s rivals have warned the government against extending the incumbent postal service’s mail delivery monopoly beyond 2008, daily Tagesspiegel.

‘Deutsche Post’s rivals have invested a lot of money to prepare for the liberalisation of the market. An extension would result in an enormous loss of trust,’ Ralf Wojtek, head of the Federal Association of International Express and Courier services, told the newspaper’s online edition.

Deutsche Post’s virtual monopoly on letter delivery for letters up to 50 grams is earmarked to expire at the start of 2008, with the EU seeking a continent-wide liberalisation of the market in 2009.

However, a broad alliance of politicians, businessmen and trade unionists is pressing the government to extend the monopoly in Germany until other EU countries end theirs.

Mail start-up iq letternet targets 100 million letters in 2007

A new postal operator, iq letternet, aims to become one of the three leading postal operators in Germany competing with Deutsche Post. The privately-owned company is currently setting up a nationwide network of delivery partners and will use UPS for intra-regional linehaul transport.

Based near Düsseldorf, iq letternet plans to despatch 100 million letters this year which would establish it among the three leading postal operators in Germany in terms of volumes. “Each of our private delivery partners will receive more than 10,000 letters a day on average from iq letternet by the end of this year,” said Rainer Pliska, one of the three managing directors of the company.

The six companies that own iq letternet, which include several direct mailing firms, handle about 170 million letters from customers such as the German airline LTU, the Galeria Kaufhof department store chain and allkauf supermarket group.

Volumes are presently delivered mostly by some 60 regional postal delivery firms and the rest by Deutsche Post. Volumes will be gradually transferred to the new delivery network, with about 30 million pieces planned for this year, to ensure that quality levels are maintained.

In order to protect regional partners, Deutsche Post will not be considered as a potential investment partner.

Indian postal department (DoP) to use RFID for logistics posts

If all goes well, the postal department (DoP) will be the first organisation to use the radio frequency identification (RFID) technology for its express parcels and logistics posts. “We want to be the pioneer in the express industry to use the RFID technology,” John Samuel, general manager, business development and marketing directorate, said. To realise its dream, the department proposes to make huge investments in the cutting-edge technology. The department has already put forward a proposal of Rs 12,000 crore to the planning commission during the 11th Five Year Plan for its consideration. “Our aim is to provide high quality services and meet the business needs of our customers along with increasing the customer base. The department plans to allocate Rs 6,000 crore towards upgrading its technology,” Samuel added. He noted that the department plans to invest in technologies such as RFID and web-based customer response system. Leading post offices worldwide, including the US Postal Service, Royal Mail and Deutsche Post, have reformed themselves by investing in cutting edge technology. “The postal department with over 1.55 lakh post offices across India, is in the process of setting up a national data centre that would directly connect over 1,300 post offices nationwide,” a senior business development official said. “Computerisation of all the post offices will streamline the operations of the department. In addition, the department hopes to wipe out its budgetary deficit of around Rs 1,200 crore,” he added. The official said that the investment for the technological upgrade will be allocated out of the “planned fund.”
