Postal Service Governors decide future pricing to follow new regulations (US)

The Postal Service Governors announced today future prices will be adjusted using new regulations issued by the Postal Regulatory Commission (PRC) on Oct. 29. Consistent with the Postal Accountability and Enhancement Act of 2006, future price increases will be capped at the rate of inflation for mailing services.*

The Governors had the option of filing one last rate case under the regulations used since 1971 but voted to proceed with the new pricing regulations.

“We thank the Postal Regulatory Commission for completing the new rules eight months ahead of the statutory deadline,” said Postmaster General John E. Potter. “This delivers one of the main goals of the new law for business mailers—a predictable price schedule.”

The new pricing regulations give the Postal Service added flexibility for shipping services.** “We intend to use this new flexibility to grow our competitive business,” said Potter, “offering volume discounts and contract pricing.”

“There are still many details to be worked out, but we look forward to partnering with the PRC and our customers to maximize the advantages of the new pricing rules,” Potter said.

*Mailing services include First-Class Mail, Standard Mail and Periodicals.
**Shipping services include bulk parcels and expedited package services such as Priority Mail and Express Mail.

Express delivery industry to realise standardised operation

China’s express delivery industry has made considerable progress after 20 years of development since it was initiated in 1987. Statistics show there has been 2,422 legal enterprises engaged in express delivery service, with 227,000 employees by the end of 2006; a total of 1.06 billion pieces have been sent via express delivery, generating a total of revenue of RMB30 billion, which are 693 times and 375 times respectively the figures in 1987.

An overview of the development of express delivery industry shows that no matter the major industry players, staff or the total service amount, all of them have kept an annual growth of 20 percent. Express delivery industry sees rapid growth in scale, and the demand is very vast.

Furthermore, the express delivery industry also presents huge development potential and broad market prospect. The market share of express delivery in the economically developed eastern China has accounted above 2/3 of that national total. There are also broad markets on the secondary markets and in middle and western China

Express delivery companies have improved their service capabilities greatly. The housing construction area, production area, and the number of outlets owned by the express delivery companies have increased greatly, with a total of 50,000 sets of transport facilities. Moreover, the investment for computer and mobile phone has also significantly increased, attaining 53.1 percent and 119.8 percent respectively. Therefore, the informatisation processing level from mail collecting and sorting out, to mail delivery and inquiry service have been upgraded effectively, giving strong material support for the improvement of service capabilities of express delivery industry.

Red letter day as An Post rings the changes

Changes in the An Post delivery system mean homeowners could be losing their familiar postman who arrives at the same time every day.

The post office is overhauling the way in which it delivers the post and has redesigned routes for greater efficiency.

It announced the changes yesterday as An Post got a financial boost with an EU ruling on the EUR 52m social welfare payments contract.

A spokeswoman for An Post said the delivery overhaul may result in people getting a different postman and their deliveries arriving at a different time in the day.

“There has been massive change in terms of population movement and development in these areas,” said the spokeswoman.

Technology

“All mail delivery routes are redesigned using logistical planning technology, which takes into account new residential and business developments, new roadways as well as customers’ mail volumes and the composition of that mail. The new routes also allow for easier division of work at times when staffing is limited.”

General secretary of the Communications Workers Union (CWU), Steve Fitzpatrick, said postmen were working through the problems that were being encountered with the changes.

An Post got its financial boost when the EU said the Government was allowed to award it the contract to pay out social welfare benefits. The contract is worth EUR 52m to the postal service this year.

U.S. domestic mailing and shipping prices return for two Pacific Island nations

Businesses and consumers will soon be able to ship to the Federated States of Micronesia (FSM) and the Republic of the Marshall Islands (RMI) at U.S. domestic prices.

The U.S. Postal Service (USPS) will reinstate ZIP Codes and domestic-rate services for nearly 170,000 people in these two Pacific Island nations effective Nov. 19, 2007.

“This change will expand the Asia-Pacific market for U.S. mailers and shippers,” said USPS Global Business Managing Director and Senior Vice President Paul Vogel. “At the same time, it will help these two island nations grow their economies.”

As former Trust Territories of the United States, the FSM and RMI were served by USPS with domestic prices and mailing standards through Jan. 8, 2006. International rates were being phased in, as the two nations took steps to become more self-sufficient. However, technological and other challenges have presented obstacles for the countries — which together encompass more than 630 small islands across 1 million square miles in the Pacific.

“The two governments will continue to pursue long-term solutions,” said Vogel. “In the meantime we are returning domestic prices and services to help keep their residents and businesses connected to the wider global economy.”

Vogel noted that developing trade and tourism is a top priority for the region, particularly in aquaculture and agriculture. “The FSM and RMI have excellent opportunities to pursue,” Vogel said. “Offering dependable and affordable USPS mailing and shipping services will help them develop their economies.”

The FSM and RMI are located just above the equator, extending some 4,500 miles southwest from Hawaii.

Consultation Starts On Changes To Post Office® Network – Post Office Ltd announces plans for Sussex

Post Office Ltd today opened a six week local public consultation on its Area Plan for Sussex. In line with the criteria and factors set by the Government in its response document, DTI The Post Office Network, Government Response to Public Consultation May 2007 the Area Plan proposes future provision of Post Office® services through a network of 234 branches across the area, resulting in the closure of 49 existing branches.

Under the proposals more than 99pct of the area’s population will either see no change to their nearest branch, or will remain within one mile (by road distance) of an alternative branch.

Post Office Ltd is proposing to establish two new outreach services in the Sussex area, which would use innovative ways to continue to provide Post Office® services – particularly in smaller communities – where the existing branch is proposed for closure.
Possible types of outreach service in the Sussex area could include a mobile service visiting small communities at set times, a hosted service operated within third party premises for restricted hours each week, or a partner service within the premises of a local partner (such as a pub landlord).

The Government has already undertaken a 12 week national consultation before reaching a decision to reduce the UK wide network of Post Office® branches by up to 2500 from its current level of over 14000 while continuing to provide funding (subject to state aid EU clearance) to support a more sustainable network in the future. The proposals now published support the national accessibility criteria introduced by the Government.
