Estonian post endorses list of post offices to be closed

Supervisory board of Eesti Post (Estonian Post) Friday endorsed the list of 44 post offices to be closed as of November 1.

“The decision on the closure is naturally unpopular but Eesti Post must achieve sustainability and prepare for 2009 when the post market opens,” said Meelis Atonen, chairman of the supervisory board.

He said the discussion was tense and strained but the supervisory board fully supported the present management’s plan of reforms.

Closure of the post offices is part of Eesti Post’s austerity program. The mail company has 540 post offices at present.

Sweden/EU industry: Post liberalisation…in a big country

Liberalisation of the postal sector will mark the end of an era across the EU. Making the transition to open markets will prove to be a bloody process for some – at stake are jobs, time-honoured principles such as universal service provision and cherished assets, including post offices, letter-boxes and sorting offices.

But countries such as Sweden, which liberalised in the early 1990s, warn that resistance is futile. Traditional postal service provision is being stretched by the advent of digital technology and e-commerce. The sector, says dominant postal operator Posten AG, can choose to adapt of its own volition or sink.

“Physical post will diminish if postal services don’t adapt and it will be difficult to uphold the universal service obligation in the end,” says Susanne Flyckt, chief officer for regulatory affairs at Posten, formerly a state-backed monopoly.

Sweden is a flag-bearer for the liberalisation cause. A report compiled this year by Sweden’s postal regulator shows that universal service provision, or standards guaranteeing non-discriminatory access to postal services, has not suffered as a result of market opening. “The previously high service- quality of Posten has, as a result of the liberalisation and the growing competition, even improved in terms of quality and efficiency,” says the report.

According to Flyckt, any jobs lost at Posten since market-opening have been “down to technological developments and changes in customer behaviour”. The regulatory report, published in March, shows that the introduction of new techniques, including highly automated sorting centres and the reorganisation of the post office network, in any case, predated liberalisation.

Largest parcel sorting terminal in the Baltic States opens in Latvia

On May 7th, a new parcel sorting terminal that belongs to DPD European network was officially opened in Riga. The terminal is the largest in the Baltic States with the total sorting area of 2900 sq. m. It is even 500 sq. m larger than last year opened Tallinn terminal.

Latvian parcel sorting terminal is situated in 4 kilometers from Riga’s city center. Total terminal territory is 9600 sq. m. There are 71 pick-up and distribution gates installed, and parcel sorting conveyor is 1 kilometer long. That is five times longer than in Tallinn which previously was called the longest.

“Lithuanian, Latvian and Estonian small parcel delivery market usually is treated as one, Baltic country market. That is why the terminal, which is build in strategically convenient place, will increase technical capabilities not even in the country where it is build, but in the neighboring countries – Lithuania and Estonia. The maximum sorting capacity of new terminal is 6 000 parcels per hour or 140 000 parcels per day”, – says Vytautas Kudzys, Managing Director for the Baltic States.

According to him, the need of new terminals shows, that small parcel delivery services are used more often, and trust of companies providing these services is growing.

DPD Latvija turnover was 2,4 mln. Lats (3,4 mln. Eur) in 2006, it was by 69% more than in 2005.

DPD Latvija belongs to international parcel delivery network DPD, which is represented in Lithuania by DPD Lietuva, in Estonia – by DPD Eesti. The shares of these companies belong to French Post company GeoPost.

TNT in Estonian Post cooperation

The Estonian state-owned Eesti Post (Estonian Post) has selected TNT Express as its strategic cooperation partner following a public tender. The four-year agreement runs until February 2011.

Under the agreement, Eesti Post will market TNT express services at its post offices in return for a service fee. It will collect international express delivery consignments through its network and pass them on to TNT for distribution throughout the world. Eesti Post client services will be linked to TNT’s client servicing systems.

The cooperation is aimed at providing express consignments collection capability to Estonian post offices for retail and small business customers. Major corporate customers will continue to use TNT’s own local network.

The European Mail Manifesto: growth, partnership and innovation in a changing industry

The Postal Users Group has issued a manifesto on the main interests of business users of postal services to encourage the European Commission to take the postal users needs into account when it is preparing its next proposals on postal services this year. PUG, an alliance of the major postal users representing 15 trade associations and businesses, points out in its manifesto that the postal services cover a very wide range of businesses and systems. The letter mail business of Europe´s postal operators represent about 1 million jobs and revenues of 47 billion euro; however, PUG shows that the wider sector accounts for an additional 4 million jobs and over 150 billion euro of revenues.
