Postcomm imposes penalty on UK Royal Mail for failing to protect mail

Postcomm, the independent regulator for postal services, today imposed a financial penalty of GBP 9.62 million on Royal Mail for breaching its licence by failing to properly protect the mail in its care.

The penalty follows a review of Royal Mail’s “mail integrity procedures”, during which Postcomm found that some important features of Royal Mail’s procedures were not being applied across the business.

The penalty was first proposed on 10 February 2006, when Postcomm published a consultation document proposing an amount of GBP 11.38 million. After taking account of representations from Royal Mail and other respondents, Postcomm published its proposal to vary the penalty to GBP 9.62 million on 16 June.

Following consideration of further representations received, Postcomm has confirmed that figure and has today published the penalty notice.

How to save money with the new postage prices

From yesterday, post is no longer charged purely on the basis of weight – the size of a letter or parcel also has to be taken into account.

It was billed as one of the biggest changes to the postal service in recent years.

But within a day of the new sizing system being introduced by the Post Office, customers discovered easy ways to save money. Sending multiple items in separate envelopes can result in significant savings.

Folding an A4 letter in half before it is priced at the post office counter creates a saving of more than 25 per cent.

Sending goods such as CDs in the smallest envelope possible can also bring savings.

The discoveries will encourage businesses which send out hundreds of letters and small parcels every day to review their postal strategy, with the potential to save thousands of pounds.

Placing two paperback books in an A4 envelope results in a charge of Pounds 2.20 but when the books are put in separate small envelopes each one costs only 90p, a saving of 40p.

The extra envelope, however, creates extra sorting and delivery work for the Royal Mail, which is facing opposition from rival companies.

Placing an A4 letter in an A4 envelope costs 44p because it is classed as a “large letter”.

But when the same letter is folded in half and put it in an A5 envelope, the charge is 32p because it is classed as just a “letter”.

Post Office strike threat

Swansea’s two biggest post offices are bracing themselves for shutdown in a growing row over plans to move the city’s big Kingsway branch.

Staff have voted in favour of industrial action at a string of Crown post offices.

Details of exactly what form the action will take should emerge within 24 hours.

But it could force the temporary closure of The Kingsway, Morriston, Neath, Port Talbot, Llanelli and Carmarthen branches.

It would mean problems for customers who use them for anything from picking up benefit payments to applying for passports and renewing their car tax.

Union bosses say the action is in response to the proposed deal between the Post Office and WH Smith which would see The Kingsway office shut and move to the first floor of the Quadrant store.

On Saturday, 29 staff at The Kingsway’s post office braved downpours to stage a five-hour protest ahead of the controversial move that is planned for October 5.

Thousands of Swansea residents have signed a petition calling for bosses to scrap the proposal.

TNT reaches agreement to sell its logistics division to Apollo Management

TNT has signed a Sale and Purchase Agreement to sell its logistics division to affiliates of Apollo Management, L.P., a leading private equity firm with offices in New York, London and Los Angeles. The intended sale is part of TNT’s Focus strategy in which the Company announced on December 6th last year that it would focus on its core competency of managing delivery networks. The total transaction value is EUR 1,480.0 million on a cash and debt free basis, of which EUR 15.0 million will be received in the form of a 5.0% equity stake in the new company. TNT intends to return most of the net proceeds, which are estimated at between EUR 1.2 billion and EUR 1.3 billion, to its shareholders by way of a share repurchase programme with a value of up to EUR 1.0 billion.
