DX wins N. Ireland civil service mail contract

British mail and parcels carrier DX Network Services has been awarded a province-wide courier contract by the Central Procurement Directorate for the Northern Ireland Civil Service, to carry mail between Northern Ireland Government Departments.

The contract, which commenced on 3 July 2006, is for an initial twelve-month period, with options to extend for a period of up to three years. DX will provide a daily door-to-door collection and delivery service for mail, pouches and boxes across 138 addresses, for all Civil Service Departments.

Paul Kehoe, CEO DX Network Services commented: “We are delighted to have been awarded this contract for the Northern Ireland Civil Service. It is particularly pleasing to have won the business in the face of strong competition from other major industry players.”

The contract was awarded as a result of going through a fully compliant framework arrangement, following Procurement Regulations and the requirements of the new European Procurement Directives.

Following the publication of the PWC study on the “Impact on Universal Ser-vice of the Full Market Accomplishment of the Postal Internal Market in 2009”, the postal operators of Belgium, Cyprus, France, Greece, Italy, Hungary, Lux-embourg, Poland and Spain, which account for over 50% of the Community population, express their concern about the study outcomes and plead the European Commission for a balanced approach when drawing up future postal legislation
At the beginning of this month of July, the European Commission published a study undertaken at its request by PriceWaterhouseCoopers (PWC) in order to assess, in each member State, the impact on the universal postal provision of a full liberalisation in 2009.

Internet top source for home-delivery orders

Over half of all home-delivery shoppers say they place orders online, compared to under a quarter two years ago. The findings come from a report by retail authority Verdict Research into the home-delivery business. The GBP 37bn business has been in a state of steady decline despite booming sales through online and TV shopping. While Internet sales have increased 28.9%, they have been unable to counter the losses in the mail order and door-to-door sales sector.
