UK postal operators complaint handling regulations

Postcomm has announced new complaint handling regulations which will come into effect on 1 October 2008 and apply to UK licenced postal operators. The new regulations follow consultations in January and July 2008 on complaint handling standards. October also marks the abolition of Postwatch, the industry watchdog and the new regulations are aimed at sharpening up complaint handling procedures within the industry

Under the Consumers, Estate Agents and Redress Act, Postcomm has a statutory duty to make regulations on complaint handling standards that would apply to licensed operators.

The regulations only apply to those licensed operators who are providing services for which a licence is required. Licensed postal operators who only offer access services (for which they do not actually require a licence) do not have to comply with the regulations but can voluntarily choose to abide by the regulations.

Deutsche Post sells 29.75 per cent stake in Postbank to Deutsche Bank in growth-focused transaction

Deutsche Post has sold a minority stake of 29.75 per cent in Postbank to Deutsche Bank for Euro 2.79 bn or Euro 57.25 per share. The acquisition of this stake is subject to approval by regulatory and anti-trust authorities and the German Government and will close in the first quarter of 2009.

The consideration for the stake will be paid by Deutsche Bank in cash. Deutsche Bank intends to fund the acquisition through an equity raising of up to EUR 2.0 bn. Timing and precise composition of the equity raising are subject to market conditions.

For Deutsche Post, the cash proceeds will be a central component in the context of its considerations to return cash to shareholders, which it expects to conclude on later this year.

Deutsche Bank with its 14 million clients in private and business banking (thereof 9.7 million in Germany) and Postbank with its 14.5 million clients in Germany have agreed in principle to cooperate in several areas including the distribution of home finance and investment products. The cooperation is expected to have substantial revenue potential for both partners and the companies will finalise details shortly.

Deutsche Bank’s and Postbank’s service offering, which together include by far the biggest branch network in Germany, is highly complementary with attractive opportunities for cross-selling of financial products. Independently of the minority stake, both companies will continue to focus on growing their respective operating businesses. Deutsche Bank’s acquisition of a minority stake will have no impact on branches, jobs or the brand of Postbank.

La Poste plans to buy Spain's Seur

La Poste decided to investigate buying a 52pct stake in Spanish express parcels company Seur by exercising its right to counter a rival bid, French media reported. This would give it a controlling holding of nearly 72pct in the company.

The decision follows the August 1 offer by British financial investor Doughty Hanson of EUR 520 million for a 52pct stake in Seur that a group of small shareholders put up for sale as a packet. The French postal operator, which already holds 19.6pct in Seur through its express holding GeoPost, has the right to match or outbid any offer for Seur shares under an existing agreement.

The French postal operator said in a statement that GeoPost had been authorised by La Poste’s supervisory board to exercise its right to pre-empt the other bidder and it would now make “deeper investigations” in the coming months, according to an AFP report. La Poste would take a decision on the final conditions for this potential acquisition based on these investigations, it added.
