Post Office Outreach Funding To Be Examined

Following concerns by the Business and Enterprise Committee, the National Audit Office is to begin a detailed analysis of the financial support available for UK post office outreach services. The Committee is concerned that outreach services which are already replacing many rural post offices, would ultimately fail through lack of funding.

The Committee demanded clarification on the relationship between Post Office Ltd and Royal Mail as well as Royal Mail’s service expectations from Post Office Ltd, plus a detailed breakdown of exactly how Royal Mail determines the cost of such services against the actual costs as delivered by Post Office Ltd.

Alan Cook, managing director of Post Office Ltd, told the Committee that Royal Mail paid Post Office Ltd, which then paid subpostmasters for the work they did. The arrangement is somewhat unique in that Post Office Ltd is a subsiduary of Royal Mail yet is unable to raise its prices to combat growing costs.

Deutsche Postbank sale decision will not drag on

It would be unwise to set a time frame for a decision over the sale of Deutsche Postbank, but it will not drag on for much longer, Deutsche Post’s Chief Executive told a German newspaper.

Appel said it is actually an attractive time for foreign banks to be looking at buying German banks, but the credit crisis had made financing such a deal more problematic.

Deutsche Post has been in talks for weeks with potential suitors for its majority stake in Postbank, but has not struck a deal so far. Appel repeated that Deutsche Post will not sell the stake unless the offer was good.

Sources familiar with the situation say Deutsche Bank is among interested parties along with Banco Santander and ING.

A key issue is the valuation of Postbank, whose market capitalisation has fallen to around 7.6 billion euros (USD 11.33 billion), below the sale price of above 10 billion euros that the sources said had been floated earlier this summer.

An Post sees the point of a top-up for all mobile networks

Consumers in Ireland will be able to buy a mobile phone top-up that works for all networks from PostPoint retail outlets around the country.

With the current split between pre-pay and post-pay standing at 71pc and 29pc respectively, this is a welcome development for mobile phone users.

An AllCall voucher can be used to top up anyone using Vodafone, O2, Meteor or 3 and it’s valid for 12 months from purchase.

Irish company Xelcius Digital Interactive is behind the technology that will supply the AllCall vouchers through EPOS and terminal systems in PostPoint outlets.

Xelcius are providing PostPoint with generic codes that relate to the EUR 10 and EUR 20 denominations. A customer who buys a top-up gets a voucher with a unique code on it. Customers text the voucher code to a short code number. The texter then receives a text message with the top-up PIN number for the network they’re on and they top up in the normal way.

PostPoint was set up initially to complement the Post Office network and allow An Post to offer its services in a wider, more consumer-friendly fashion to the traditional network.

It enabled An Post to win a contract to provide electronic top-ups to Eircell (now Vodafone) through its network, as well as at post office counters. In April 2007, PostPoint became a subsidiary of the new retail bank Postbank, as part of the joint venture between An Post and European financial services provider Fortis.
