IFA urges submissions to save postal network

IFA Countryside Chairman David Wilkinson today urged all rural dwellers to make a submission to the Department of Communications on the opening up to competition of the postal network.
Mr Wilkinson said: “It is vital with the introduction of competition that the pursuit of profits does not undermine the rural postal service. The Universal Service Obligation included in the directive must be defined when being passed into Irish Law. This definition must safeguard a daily service for all parts of the country as well as ensuring prices remain the same throughout the Ireland. Rural dwellers must not be forced to make do with a reduced service and/or higher prices.”

DX Expands Mail Sorting Capability

DX, the independent postal service, has opened a new sorting centre in Avonmouth.
The new centre is the result of a good year for DX, which has gone from strength to strength, even during the bitter postal strike at Royal Mail last year.
DX, which operates a network of pickup and collection points via solicitors and financial service companies, says the new GBP 650,000 centre means it can improve the speed and accuracy of sorting operations and a further 30 new jobs have been created.
In May, DX announced that over 600 Glasses Direct customers now receive their glasses via The DX Group on a next day delivery basis.
The specialised service ensures peace of mind for Glasses Direct customers as DX obtains a signature on delivery, and where a signature is not possible, the glasses are posted through customers letter boxes using a three point identification criteria of the property noted. This provides Glasses Direct with the assurance that glasses have been delivered to the right place.
The DX Group also offers a re-delivery service free of charge to Glasses Direct customers, so if for any reason the customer is not able to receive them, they can arrange to have their glasses re-delivered the next day to an existing or new address.
Other clients of The DX Group include the Identity & Passport (IPS) Office, members of the legal industry and major credit card & financial services.

Dutch 'not backtracking' on mail opening

Speaking to EurActiv, Dutch state secretary for economic affairs Frank Heemskerk rejected allegations that his country was “backtracking” on liberalising its postal market, saying he was committed to the fight for a level playing field across Europe.

According to him, full opening of the Dutch mail market – originally planned for 1 January 2008, but postponed due to Dutch objections to the introduction of a German minimum hourly wage for postmen – simply cannot take place until three conditions are met.

“The first condition is a formal one, which is that the Dutch Senate has not approved the postal law yet so it cannot be introduced yet,” he said.

The two other criteria include “a level playing field in Europe, in particular in the major markets such as Germany and the UK” and “fair” labour conditions.

In Germany, “the postal market may be formally open but in practice it’s not,” he said, urging the German government “not to take a protectionist approach but to open up their market to newcomers”.

Asked whether it is contradictory to oppose the introduction of a German minimum wage while, at the same time, seeking to enforce a similar practice in the Netherlands, the minister said the situation was “totally different”.

He stressed that “there are indications that newcomers are even paying below the minimum wages and that’s against the law. So, I want to have 100 pct certitude that they do not pay below minimum wage,” he explained, pleading for unions and employers to find agreement on “a gradual, step-by-step growth model” where newcomers improve the wages they pay as the market is opened and they increase their market share.
